Theodor von Winterstein (born December 21, 1861 in Limbach (Eltmann) , † December 12, 1945 in Munich ) was a German administrative lawyer in Bavaria.

Life

Theodor Winterstein was the son of an elementary school teacher. He studied law at the Julius Maximilians University of Würzburg and received his doctorate in 1886. In 1888 he entered the civil service of the Kingdom of Bavaria . In 1899 he was district administrator in Roding . From 1905 he worked in the Bavarian State Ministry of the Interior for church and school matters, most recently as a ministerial advisor. He successfully campaigned for Hugo von Tschudi's appointment as director of the State Galleries in Munich in 1909 . In the last year of the war, Winterstein was ennobled and appointed regional president of the Rhine Palatinate . In July 1918 he received an honorary doctorate from the medical faculty of the University of Munich.

After the First World War , Winterstein was of decisive importance for the Palatinate to remain with Bavaria and thus with the German Empire . During the peace negotiations in Versailles, the French 8th Army under General Augustin Gérard was in the Palatinate. Gérard wanted to detach the Palatinate from Bavaria and the Reich and establish a buffer state under French protectorate . The peace conference was to be presented with a fait accompli through an uprising with the help of some separatists . After Winterstein had turned against the separatists, he was expelled by the French. He was the founder of the “Central Office for Palatinate Affairs” (“Palatinate Central”) and Bavarian State Commissioner for the Palatinate. From October 1921 until his retirement in 1927 he was the district president of the Upper Palatinate . In 1927 he became the chairman of a "Commission for Administrative Simplification " in Bavaria with the aim of simplifying the state administration and its administrative processes in Bavaria and thus keeping Bavaria politically capable.

Around 1941 he became chairman of the supervisory board of Münchner Lebensversicherungsanstalt AG.
