Peter Wittmann attended the Bundesgymnasium Babenbergerring in Wiener Neustadt (1967–1975) and completed a law degree at the University of Vienna ( doctorate 1980). In 1981/1982 he completed a language course in China. He has been working as a lawyer since 1987 .

Wittmann began his political career in the municipal council of Wiener Neustadt, from 1993 to 1997 he was mayor . From 1997 to 2000 he was State Secretary in the Federal Chancellery for Europe , Art and Sport . From February 24, 2000 he was a member of the National Council and acted as constitutional spokesman for the SPÖ.

In the course of the songbook affair in the run-up to the Lower Austrian state elections in 2018 , it became known that Wittmann had contacts with the Germania fraternity and, during his time as mayor of Wiener Neustadt, had invited the fraternity to a song evening on the occasion of the city's 800th anniversary celebrations. In the same year he was given a "memorial stone" from the fraternity. Due to these connections and an alleged lie of Wittmann in connection with a senior city official and SPÖ member, who is being investigated under the National Socialist Prohibition Act, the ÖVP demanded Wittmann's resignation. After the National Council election in 2019 , he resigned from the National Council.

Wittmann is divorced and has two daughters.
