The administrative district of Oldenburg was one of six administrative districts and two administrative districts that were established when the State of Lower Saxony was formed in 1946. Its territory essentially comprised the state of Oldenburg, which was independent until 1946, within the limits of the Greater Hamburg Act of 1937.

The administrative district was headed by an authority called The President of the Lower Saxony Administrative District Oldenburg , which had its seat in the building of the former Oldenburg State Ministry . The two authorities of the presidents of the administrative districts of Braunschweig and Oldenburg, established by decree of the Lower Saxony Prime Minister Hinrich Wilhelm Kopf of November 23, 1946, had considerably more extensive powers than the regional presidents , which resulted from the earlier position of Braunschweig and Oldenburg as independent states.

In 1978 the administrative district became part of the new Weser-Ems administrative region .

In the 1970s there were several changes to the outer borders of the administrative district. In 1972, the community of Gödens was incorporated from the Wittmund district ( Aurich district ) to Sande in the Friesland district.

In 1974 land dignitaries from the Wesermarsch district were incorporated into Loxstedt in the Wesermünde district ( Stade district ). The district of Oldenburg gave the municipality of Stuhr to the district of Grafschaft Hoya ( administrative district of Hanover ). Gehlenberg and Neuvrees from the district of Aschendorf-Hümmling ( district of Osnabrück ) were incorporated into Friesoythe and Wachtum from the district of Meppen was incorporated into Löningen in the district of Cloppenburg. At the same time were Vörden , Hinnenkamp and Hörsten from the district of Osnabrück to New churches in the district of Vechta incorporated.

In 1977 the district of Friesland was dissolved. Bockhorn , Zetel and Varel were incorporated into the Ammerland district. Jever , Sande, Schortens , Wangerland and Wangerooge were combined with the communities of the dissolved Wittmund district to form a new district of Friesland , whose district town became Wittmund and which belonged to the district of Aurich. At the same time, the integrated community of Harpstedt came from the dissolved county of Hoya to the district of Oldenburg.

The administrative district of Oldenburg was dissolved on February 1, 1978 (with the entry into force of the "8th Act on Administrative and Territorial Reform" of June 28, 1977 (Nds. GVBl. P. 233)); it went up in the new administrative region Weser-Ems. On January 1, 1980, the districts of Ammerland , Friesland and Wittmund were re-established in their old form following a decision by the Lower Saxony State Court .
