The 2003/04 season of Serie B started on August 30, 2003 and ended on June 12, 2004. Promotion to Serie A , which was increased from 18 to 20 clubs for the next season , was achieved by US Palermo , Cagliari Calcio , FC Messina , the AS Livorno and last year relegated Atalanta . In two relegation games against the 15th in Serie A, AC Perugia , AC Florence was also able to qualify for the top division. In addition to newly promoted US Avellino also rose Como Calcio in Serie C1 from the Napoli went bankrupt, but was allowed to go into the next season also in Serie C1. Pescara Calcio was spared relegation because the first division Ancona Calcio had to declare bankruptcy and was divided into the C2 series .

The top scorer was Luca Toni from US Palermo with 30 goals this season.
