The Coppa Italia 2003/04 , the highest Italian cup competition , started in the 2003/04 season on August 17, 2003 with the first group matches. The two finals were played on March 17 and May 12, 2004 between Lazio Rome and Juventus Turin . Lazio won the final after a 2-0 win at their Stadio Olimpico and a 2-2 win at Stadio delle Alpi with a final score of 4-2 and thus celebrated the fourth Coppa Italia title in the club's history.
A total of 48 teams from the three top divisions in Italy took part in the 56th edition of the Coppa Italia . The top division, Serie A , provided a total of 18 clubs. The first eight teams in the final table of the previous season were set directly for the round of 16 . The teams in places nine to 14 of the previous season and the two best promoted teams in the previous Serie B season were again set for the qualifying round for the round of 16.
The eight remaining places for the qualifying round were awarded to the group winners in a group stage. The teams of Serie B and the finalists of the past Coppa Italia of Serie C played in eight groups of four teams each . Cosenza Calcio would actually be eligible to participate as a relegated Serie B, but was excluded due to financial difficulties.
By increasing the number of participants in Serie B in the 2003/04 season from 20 to 24 teams, four teams were promoted from Serie C1 instead of two. These were also set for the group stage, so now (apart from the finalists of the previous Coppa Italia series C , Aurora Pro Patria and SSD Brindisi ) there were still five places left. These were replenished with the best teams from the past C1 series. These were the third and fourth placed in the Girone A and Girone B, as well as the SS Sambenedettese in fifth place in the Girone B , because with 56 points it won the direct comparison with the fifth placed in the Girone A , Calcio Padova (51 points).
In the group stage, everyone played a game against each other, and from the qualifying round for the round of 16, a return match was played.
Scandal in advance
The increase in the number of participants in Serie B to 24 teams was in a way forced by three clubs. So put Catania , athletic already relegated, due to a rule violation by a competitor an appeal and got before an administrative court. Another scandal in Italian football was looming, so that even Prime Minister Silvio Berlusconi got involved in the dispute.
By decree, he ordered the associations to keep both Catania and the relegated CFC Genoa and Salernitana Calcio in Serie B. This sparked massive protests from the other 20 Serie B clubs, who felt they were being disadvantaged by renewed political interference in football. A large number of the 20 clubs in Serie B boycotted the 2nd and 3rd matchdays of this Coppa Italia.
For every game in which a club did not play, the club was subsequently penalized with a penalty of one point each and the game was rated 0: 3. If both clubs failed to play a game, both clubs were punished accordingly.

* The game was rated 3-0 for the team that competed after the boycott of a team at the green table .
** The game was boycotted by both teams and scored 0: 3 for both.
The qualified group winners had home rights in the first leg. In the event of a tie, the away goal rule applied . The results must always be viewed from the perspective of the first named team.
Lazio had achieved a supposedly good starting position with the 2-0 win in their home Olympic Stadium, but Juve was able to equalize this deficit at the start of the second half. With Corradi's goal, Juve needed two more goals due to the away goals rule before Stefano Fiore decided the final just before the end with his goal to make it 2-2. Thus the finals ended with an overall result of 4-2 for Lazio Rome, which was able to secure the fourth title in the club's history.
With his three goals in the games against Juventus, Lazios Fiore was not only the outstanding player of the finals, but also became the tournament's top scorer with a total of six goals .
Inter's coach Roberto Mancini won this competition for the eighth time in his career, the second time as a coach and previously six times as a player.
The boycott of Serie B teams in the group stage games was also facilitated by the mode of competition. Due to the late arrival of the favorites, second division teams had almost no chance of creating real cup surprises. This is also evident from the fact that only two of the eight group winners survived the qualifying round before the competition was over for these two in the round of 16. It is also noticeable that of the eight teams seeded in the round of 16, only one (Chievo Verona) did not reach the quarter-finals.
