Before the 2015 regional reform, Ulmera had an area of ​​39.02 km². Now there are 40.79 km². The Suco is to the east of the Bazartete Administrative Office, on the south bank of the Strait of Ombai . To the east is the Suco Tibar , to the west the Sucos Motaulun and Fahilebo . In the south Ulmera borders on the administrative office Railaco (municipality Ermera ) with its sucos Taraco and Liho . The southern border is formed by the Mata Hare River , which later flows into the Rio Comoro .

Along the coast follows the northern coastal road, one of the most important transport links in the country, which connects the state capital Dili with the north-east of the country. The towns of Cassait , Ulmera , Besite , Palem , Kampungbaru and Gerohata lie on it (from east to west) . In the south there is another overland road from Tibar, which leads in the direction of Railaco , Gleno and Ermera into the mountainous interior of the island. The villages Nasuto and Lebuloa ( Libaloa ) are located on it. At Lebuloa the country road leads over a bridge over the Mata Hare. There are three primary schools in Suco, Cassait, Ulmera ( Escola Primaria Ulmera ) and Lebuloa. There is an anchorage on the coast. Ulmera also has a medical station.

In the suco there are the nine Aldeias Ermeta , Essirat , Fatubesilolo , Mane-Mori , Mane-Muno , Nauner , Neran , Terlau and Tetsari .

Residents

The Suco Ulmera has 3527 inhabitants (2015), of which 1798 are men and 1729 women. The population density is 86.5 inhabitants / km². There are 547 households in the Suco. Over 48% of the population name Tetum Prasa as their mother tongue. Almost 34% speak Mambai , almost 15% Tokodede , minorities Kemak , Makasae , Tetum Terik or Baikeno .

history

Revolts in East Timor between 1860 and 1893

Ulmera was one of the traditional kingdoms of Timor, ruled by a liurai . The Tetum- dominated empire appears on a list by Afonso de Castro , a former governor of Portuguese Timor , who listed 47 empires in 1868.

In the spring of 1861 one of the revolts of 1861 against the Portuguese colonial rule broke out here against forced labor on public projects . Governor Afonso de Castro persuaded the loyal Liurai of Liquiçá to undertake a punitive expedition against Ulmera. Dom Carlos , the Liurai of Maubara , showed sympathy for the rebels. There is speculation that he himself incited Ulmera to revolt. Castro eventually led the troops to Ulmera himself. On September 18, 1200 local warriors gathered in Dili . In the revolting empire Castro still met support from Liquiçá, so that he now had 3000 men. Ulmera was overrun and the ruler of Ulmera and his son were taken prisoner to Dili. A victory ceremony was held there, where the captive Liurai had to kneel and pledge to pay a large amount of compensation. The heads of the fallen opponents were also presented according to the Timorese tradition of headhunting . Castro later wrote of the rebellion:

"It takes strength, not to tyrannize, but to get a lazy people to obey the law and force them to work."

In 1999, twelve women, whose husbands allegedly were with the East Timorese resistance movement FALINTIL, were arrested by the Indonesian army. Members of the pro-Indonesian militia Besi Merah Putih (BMP) allegedly abused these women and forced them to do forced labor. The women's 24 children were also held captive. Faustino Filipe de Carvalho , the then Suco boss of Ulmera and BMP member, was sentenced to six years in prison on December 11, 2012 for illegal capture and deportation of civilians to Kupang . Miguel Soares , who was active in Besite , received nine years in prison for his involvement in the murder of Fransisco Brás . BMP commander Salvador de Jesus was sentenced to 16 years for involvement in the murder of Felix Barreto and Francisco Brás .

politics

In the 2004/2005 elections , José Martins Soares was elected Chefe de Suco. In the 2009 elections won Laurentino Martins .

economy

The Australian government supported the farmers here in 2001 in growing watermelons , chilli and beans in order to create a livelihood for the population. In addition, a tourism project was started in 2008 with the help of USAID . Picnic areas and toilets have been set up on Praia da Memoria beach . Visitors can now borrow kayaks, sun beds and umbrellas. You can go diving on the coast.

In 2011, a construction worker discovered a gold-colored stone at the Laboa Bridge , which turned out to be pyrite (fool's gold). This could indicate a significant iron resource that could be used for iron or cement production .

Sea salt is extracted in Ulmera.
