Shoeshine is not the best bomb detection dog , which is why he searches the distance after a false alarm and is suddenly brought to GRS by a dog catcher , where he is used as a guinea pig by Dr. Simon Bar Sinister's DNA experiments. But Shoeshine flees and not only causes chaos and destruction that will later lead to Sinister's release, but also comes into contact with some chemicals. These begin to work after the kind-hearted security guard Daniel "Dan" Unger picked up Shoeshine during the escape and gave it to his son Thomas "Jack" Unger. Suddenly, Shoeshine develops super skills like super speed, super strength, super hearing, flying and the ability to speak. This not only shocks Jack, but Shoeshine too. They both become friends quickly and almost fall in love with the same girl, Jack with Molly and Shoeshine with her dog, Polly. And rather by accident, Shoeshine saves both of them from two gangsters during a robbery. Jack then gives Shoeshine a collar, with which he makes it clear that he has finally found a home.
However, Cad Lackey and Dr. Sinister looking for the dog and breaking into a jewelry store beforehand. Shoeshine hears this and flies there to prevent the break-in. This made him famous, which he absolutely disliked, which is why Jack gave him a red sweater with a capital "U" and gave him the name Underdog . Disguised as an underdog, Shoeshine saves the city and its residents from major and minor disasters. This makes him a local celebrity, which is why Cad uses this to disguise himself as a grandmother and put himself in a dangerous situation. Underdog appears, saves him, and realizes this was a trap. But he can escape, losing his dog collar. This is how Cad and Dr. Sinister where he lives and they kidnap Dan. Held hostage, he is forced to call Underdog. When he then appears, he has to take his powers from Dr. Have Sinister taken again. Dr. Sinister his loyal sheepdogs Main, Kill and Attack.
Then Dr. Sinister and Cad to kidnap and blackmail the mayor. Dr. Sinister wants 1 billion US dollars , immunity and his laboratory and research money back. Underdog quickly rushed to the town hall, where he met not only the three super shepherds, but also a superpowered Dr. Sinister faces. With a little cunning, he manages to get Dr. Sinister to get the chemical for the superpowers back and let the three sheepdogs go for him. Then he flies to the roof, where he takes the bomb that Cad had previously placed there with him and digs a very deep hole in the earth, where he lets it explode. The explosion is so strong, however, that Underdog can no longer escape from it and is thrown into space. Fainted, he falls back to earth, where he is found by a cheering crowd. Thanks to his superpowers, Underdog regenerates quickly and flies away.
