Óscar Julián Ruiz Acosta (born November 1, 1969 in Villavicencio ) is a Colombian football referee .

The lawyer from Villavicencio has been a FIFA referee since 1995 and has participated in the Copa América and the World Cup , among others . At the 2006 World Cup in Germany, he was in charge of the preliminary round match between the Netherlands and Ivory Coast . Ruiz, who retired in 2011, has long been considered the best referee in South America. In an election by the IFFHS of the world referee for the first decade of the 21st century, he came second behind Markus Merk .

On October 29, 2010, the Colombian newspaper El País reported that Ruiz was found in his home with symptoms of intoxication and was admitted to the hospital where he lived in Villavicencio . She speculated about a scopolamine attack on him.

On January 26, 2012, former referee Germán Mauricio Sánchez accused him of sexual harassment in December 2010. When Sánchez reported the case to the referees committee and the Colombian association president in October 2011, nothing was done from this side. Ruiz denied the allegations made against him.
