Arthur Breed

Arthur Hastings Breed Sr. (born November 27, 1865 in San Francisco , California , †  April 28, 1953 in Piedmont , California) was an American politician . Between 1917 and 1919 and again from 1934 to 1935 he was acting lieutenant governor of the state of California.

Career

Arthur Breed does not appear on some official California lieutenant governor lists. Even so, he held this office for some time in different years. He was employed by the City of Oakland as an auditor and assessor for eight years . Politically, he joined the Republican Party . Between 1916 and 1934 he was a member and President Pro Tempore of the California Senate . This is the longest tenure of any incumbent Senate President in California. He had been a member of the Senate since 1913.

During his time as President Pro Tempore , Breed had to take over the office of Vice Governor several times. Specifically, this concerned the periods between March 15, 1917 and January 7, 1919 and from June 7, 1934 to January 8, 1935. Officially, he only performed this activity during the session of the State Senate. The sources leave open how the governor's representation was regulated in the meantime. The reason for the provisional assumption of the office of lieutenant governor was that the incumbent lieutenant governor was promoted to the office of governor and the president pro tempore of the state senate had to take over the office of vice governor according to the state constitution.

After the end of his time as Lieutenant Governor and President Pro Temore of the State Senate, Arthur Breed no longer appeared politically. He died in Piedmont on April 28, 1953.
