The B Grupa 2003/04 was the 55th season of the second highest Bulgarian football league.

14 teams played against each other twice on a total of 26 match days, divided into a first and a second round. The first three teams were promoted to A Grupa . Vichar-Wladislaw Warna and Sokol Markowo had withdrawn after nine and eight match days respectively. In addition, the last two teams relegated to the third-class W Grupa.

societies

Jantra Gabrowo and Olimpik Tetewen withdrew before the start of the season for financial reasons. They were replaced by Septemwri Sofia and FK Shumen in 2001.
