Kharabali ( Russian Харабали ) is a city in the center of Russia 's Astrakhan Oblast . It has 18,117 inhabitants (as of October 14, 2010) and is located about 140 km northwest of the regional capital Astrakhan at the transition from the fertile Volga or Akhtuba meadows to the desert of the Caspian Depression . The city is 40 km from the Kazakh border and 10 km from the course of the Akhtuba.
history
The place was founded in 1770 as Kharabalinskoje (Харабалинское) and was later given its current name. Kharabali has had city rights since 1974 .
