The champions of the eight Oberliga seasons and the second in the Oberliga Nord from the 1988/89 season played in a promotion round , the four promoted teams for the 2nd Bundesliga . Seven runners-up and the third from Oberliga Nord took part in the competition for the German amateur championship.
