German amateur football champions in 1983 was FC 08 Homburg . In the final in Homburg's Waldstadion on June 17, 1983, the hosts won 2-0 after extra time against the amateurs of Bayern Munich .

The champions of the eight league seasons from the 1982/83 season played in a promotion round , the four promoted players for the 2nd Bundesliga . The runner-up took part in the competition for the German amateur championship.
