The Oberliga Nordrhein 1982/83 was the fifth season of the jointly by the Football Association of the Middle Rhine and the Lower Rhine Football Association conducted Oberliga Nordrhein .

The champions of the upper league played in the promotion rounds introduced in the previous year with the masters of the other upper leagues for promotion to the 2nd Bundesliga , while the runner-up was entitled to participate in the amateur championship. From the Oberliga Nordrhein, Rot-Weiß Oberhausen qualified for the promotion rounds with one point ahead of 1. FC Bocholt , whereby Oberhausen finally won promotion to the 2. Bundesliga. Bocholt took part in the amateur championship finals, where they lost in the semifinals to FC 08 Homburg .

In the following season 1983/84 only three teams were relegated to the subordinate association leagues Mittelrhein and Niederrhein with the Siegburger SV 04 , the reserve team Bayer 05 Uerdingen and the VfL Rhede , while with the 1. FC Viersen , the SG Düren 99 , the SV Baesweiler 09 and the VfB Speldorf four clubs rose to the top division. With the rise of Oberhausen, this meant maintaining the league size with 17 participating teams at the time.
