The José Leonardo Ortiz district is located in the Chiclayo Province in the Lambayeque region in northwestern Peru . The district was founded on November 28, 1961 as the San Carlos District . On February 5, 1966, the district was renamed. Since then, the district bears the name of the Peruvian politician José Leonardo Ortiz (1782-1854). The district has an area of ​​28.22 km². The 2017 census counted 156,498 inhabitants. In 1993 the population was 119,433, in 2007 161,717. The seat of the district administration is the 40  m high city of San Carlosthat is congruent with the district. San Carlos forms the northern part of the metropolitan area of ​​the regional and provincial capital Chiclayo . San Carlos is 1.3 km northeast of Chiclayo city center.

The José Leonardo Ortiz district is bordered to the south by the district Chiclayo , on the west by the district Pimentel , on the north by the district Lambayeque and in the northeast on the district Picsi .
