Elio Di Rupo (born July 18, 1951 in Morlanwelz ) is a Belgian politician of the Parti Socialiste (PS). From December 2011 to October 2014 he was Prime Minister ( Government Di Rupo ) of the Kingdom of Belgium. The son of Italian immigrants and long-time parliamentarian, he was a minister in the federal government and twice held the post of Prime Minister of the Walloon Region . He has been chairman of the PS since 1999 and mayor of Mons since 2001 . Elio Di Rupo, known in Belgium for his bow tie , bears the honorary title of " Minister of State ".

Di Rupo is one of seven children of an Italian guest worker family who settled in Belgium in 1947; his father died early in a traffic accident. Due to the family poverty, Di Rupo's mother had to give three of his siblings to an orphanage. Di Rupo studied in Mons and Leeds . As a chemist he holds a PhD from the University of Mons-Hainaut . In addition to his Italian mother tongue, Di Rupo also speaks French, English and Dutch.

Political career

In 1982 Di Rupo became a council member in Mons . In 1986 he became alderman for health, urban renewal and social affairs. From 1987 to 1989 Di Rupo was a member of the arrondissement of Mons . He was elected to the Belgian Senate in 1991.

From 1992 to 1994 Di Rupo was Minister of Education for the French Community and from 1993 to 1994 he was also in charge of the media. In 1994 he joined the federal government as Vice Prime Minister and Minister for Communications Services and Public Enterprises. Subsequently, Di Rupo (he remained Deputy Prime Minister) became Minister of Economy and Telecommunications. In 1996, in connection with the Dutroux affair, he was accused by young Olivier Trusgnach of sexually abusing him when he was a minor. In court, however, the allegations proved to be unfounded, so that Di Rupo was acquitted.

In 1999 Di Rupo became President of the Parti Socialiste as the successor to Philippe Busquin .

On July 8, 2010, Di Rupo received the order from King Albert II to “pre-form” a new government after the federal elections on June 13 . His efforts to form a multi-party coalition failed, however, so that on September 3, 2010 he resigned from his seat.

The formation of a government stalled in the months that followed, and the state reform to resolve the Flemish-Francophone conflict in Belgium made just as little progress. On May 17, 2011, Di Rupo was again charged with forming a government. In the talks on state reform in July, he also made detailed proposals for a major austerity package for Belgium. In August 2011, after a break of almost a year, he resumed direct talks with representatives of other parties represented in parliament after negotiations with the Flemish Nieuw-Vlaamse Alliantie had not made any progress. On September 15, 2011, eight parties under the leadership of Di Rupos PS reached an agreement on the central points of a state reform, which included the division of the controversial Brussels-Halle-Vilvoorde constituency . The new government was finally appointed on December 6, 2011.

criticism

In the past, Di Rupo's lack of knowledge of the Dutch language has always been a point of criticism. When he took office as Prime Minister of a country with a Dutch-speaking population of around 60 percent, Di Rupo therefore promised to take language lessons. His Dutch teacher Bart Brusseleers commented on Di Rupo's progress by saying that he had never had such a docile and inquisitive student. In August 2012, Brusseleers even certified that his prominent pupil was “bilingual”. However, this is sometimes doubted by some observers on the Flemish side.

Di Rupo came under fire in March 2012 when the police union FGÖD-Polizei (VSOA-Politie / SLFP-Police) reported that Di Rupo had used a police escort 25 times in the first two months of his tenure, while his predecessor Yves Leterme only ten times in two years of service, his predecessor Guy Verhofstadt never used it in eight years of service and his predecessor Jean-Luc Dehaene was very reluctant to be escorted.

Private

On February 13, 1983, Di Rupo founded the Festival international du film d'amour . Elio Di Rupo has been openly homosexual since 2001 . With his appointment as Belgian Prime Minister he is the first male and, after the Icelandic Prime Minister Jóhanna Sigurðardóttir, the second openly homosexual head of government of the modern era.

Honors

Elio Di Rupo is in command of the Order of the Leopold . Since 2001 he has had the honorary title of " Minister of State ".
