The command staff of the Navy (FüM) was from 1955 to 2012 a department in the Federal Ministry of Defense and one of the five military command staffs of the Bundeswehr . The command staff of the navy also formed the highest military command of the navy .

history

As a forerunner of the Federal Ministry of Defense, the office of the authorized representative of the Federal Chancellor for questions related to the increase of the Allied troops , the so-called Office Blank , was set up in Bonn on September 17, 1950 . From 1951 there was a naval element in this office, which was headed by the former frigate captain Karl-Adolf Zenker . In 1952 the former sea captain Heinrich Gerlach also joined the Blank office. The military part of the Blank office continued to grow over time. In 1954 a Division II / Pl Military Planning was formed with a Marine II / Pl / M group, in which a number of former naval officers served who later assumed important functions in the German Navy. Among them were the later inspectors Zenker and Jeschonnek and the later admirals Collmann , Gerlach, Kähler , Rösing and Thomsen .

On June 7, 1955, the Blank office was converted into the Federal Ministry of Defense. At the same time was determined from the group Marine the subdivision II / 7 . This sub-department was expanded further in the next few months and renamed Department VII on November 14, 1955 . Department VII as the direct predecessor organization of the Fü M had four subdivisions and was led by the Inspector of the Navy. On June 1, 1957, the transformation into the command staff of the Navy took place while retaining the four subdivisions.

In the following years the number of subdivisions and the size of the management staff changed several times. At the beginning of 1971, a uniform structure was introduced for all command staffs of the armed forces . It comprised seven subdivisions, which were now referred to as staff departments. This organization lasted until October 1, 1992, when the current structure was adopted.

As part of the realignment of the Bundeswehr , the naval command, the fleet command and the naval office were merged on October 1, 2012 to form the naval command based in Rostock . As of April 1, 2012, the naval management staff no longer had any ministerial duties and was converted to staff inspector navy . This staff, based in the previous offices of the management staff, supported the inspector in the transition period until the new structure was adopted. It was disbanded on September 30, 2012.

management

As a department head in the BMVg, the inspector of the navy was at the head of the management staff with the rank of vice admiral . In matters relating to troops, he was directly subordinate to the management of the Ministry, and in matters of development and implementation of the overall conception of the Bundeswehr to the Inspector General of the Bundeswehr . The inspector was represented by the Chief of Staff Fü M (Deputy Inspector of the Navy and Chief of Staff Management Staff of the Navy) with the rank of Rear Admiral .

tasks

The command staff was the supreme troop service command of the Navy. The staff ensured the operational readiness of the Navy in material and personnel terms. The two higher command authorities of the Navy, the Fleet Command and the Naval Office , were directly subordinate to the staff. In addition, the staff supports the Inspector of the Navy, the Inspector General and the Federal Minister of Defense in their ministerial duties. With the exception of the ministerial tasks, the described field of tasks has been carried out by the Inspector Marine since April 1, 2012 .

The management staff was organized into three staff departments, each with five units . The departments for personnel matters (Fü M / Pers) and for central tasks (Fü M / Z) were directly subordinate to the Chief of Staff. The staff departments were led by a flotilla admiral , the reports by a sea captain .
