Leadership / Communication Section

Established THW management office

The specialist group management / communication (FGr FK, or FK for short) as the specialist group of the THW is used to manage several units in the event of larger incidents - usually from approx. 2-3 technical trains . It creates, operates and maintains a THW management office (FüSt). For the purpose of operational management, the Leadership / Communication specialist group establishes telecommunication connections to other command posts and to the subordinate emergency services.

A THW guide body may as a lower insert section line (UEAL), insert section line as (EAL) or as needed use line (EL), or for setting and guiding a deployment space are used.

66 leadership / communication specialist groups are set up nationwide.

According to the THW framework concept 2018 , the leadership / communication specialist groups will gradually be converted to the leadership / communication specialist group: A leadership specialist group and a communication specialist group will be placed under the joint leadership of the FK train team .

tasks

The leadership / communication specialist group has - resulting from the designation - two areas of responsibility:

  • She supports the management of several THW units. To this end, it sets up a THW management post with various deployment options and operates it. For this, personnel, management equipment and work space for a staff can be made available.
  • It creates, operates and maintains telecommunication connections to the superior and neighboring management positions as well as to the subordinate employees. Here to radio , mobile , fixed-line telephony and private when needed area telephone network are used.

If necessary, the FK specialist group supports other users with management support and telecommunications technology.

Furthermore, a management / communication specialist group can also form a management and coordination staff (LuK staff) of a THW regional office . In this case it is then in the THW structure and not (as in the case of an incident) in the operational structure. The leadership / communication specialist group is subject to the reservation of the authority above the local association , normally the regional office, unless it has been assigned to the local association itself.

The specialist group FK with part of the long-distance troop (WVTr) sets up and operates temporary telecommunication connections and networks.

Vehicles / equipment

Management vehicle (FüKW) of the management team (FüTr)
FüKomKW with command and position trailer (Anh FüLa)

history

With the FK specialist group, the THW reacted to the dissolution of the extended disaster control, which was uniformly organized throughout Germany . As part of the new THW concept for 1995, it was newly created as a tactical unit. The specialist group FK combines elements of the telecommunication train of the specialist service VIII and the management group Technical Operations Management (TEL) of the specialist service X and adapted the information and communication technology to the developments of the time. The FK specialist group is thus also in the tradition of the air raid telecommunication trains of the air raid auxiliary service (LSHD) established in 1957 .

As a transitional solution for the specialist group FK, a composition in the strength of 4/4/4/12 was provided. The existing Fernsprechkraftwagen (FeKW) and Funkkraftwagen (FuKW) were also used temporarily. Was the final thickness: 5/5/8/ 18 or 5/7/12/ 24 with wide-area group.

According to the THW framework concept 2018 , the leadership / communication specialist groups will in future be divided into a management specialist group (FGr F) and a communication specialist group (FGr K), under the joint leadership of the train troop FK (ZTr FK) . The new structure of two specialized groups with a common guide component, the drawer pull guide / communication (FZ FK) results with the starch 6/7/14/ 27 and 6/8/16/ 30 with wide traffic engineering.
