The 39th G8 Summit took place on June 17-18, 2013 at Lough Erne Resort , a five-star golf hotel on the shores of Lough Erne ( Irish : Loch Éirne ) in County Fermanagh , Northern Ireland . It was the sixth G8 summit in the United Kingdom after London (1977, 1984, 1991), Birmingham (1998) and Gleneagles (2005).

Syria

In the controversies surrounding the Syrian civil war , the G8 countries failed to reach an agreement. In a one-on-one conversation, US President Barack Obama and Russian President Vladimir Putin could only agree that the violence in Syria should be ended and its chemical weapons secured. Russia spoke out against the US-advocated military support for the opponents of Syrian President Bashar al-Assad . Before the summit, German Chancellor Angela Merkel also called for a political solution to the Syrian war and ruled out any involvement in possible arms deliveries for Syrian rebels. A fear previously expressed by British Prime Minister David Cameron about the failure of a joint summit declaration was not confirmed. At the summit, Germany and the United States announced that they would increase aid payments for Syrian refugees. Germany wanted to provide 200 million euros for this, the United States 225 million euros.

Taxes

In the fight against tax evasion and tax fraud , the G8 countries agreed on an automatic exchange of information between the tax authorities of their countries. Furthermore, it was agreed to close tax loopholes so that global companies can no longer evade their tax liability by moving capital to tax havens . At the same time, the G8 resolution announced that it would work with the OECD to develop an international system for investigating and punishing tax offenses. Before the summit, the publication of the offshore leaks by the International Consortium on Investigative Journalism (ICIJ) had sparked new discussions about tax havens. The British Prime Minister Cameron spoke out in favor of the enforcement of an international register of the owners of letterbox companies and the release of financial data by the tax havens.

At the beginning of the summit, European Commission President gave Barroso announced that the European Union and the United States enter into negotiations on a Transatlantic Free Trade Agreement ( Transatlantic Trade and Investment Partnership will record, TTIP). US President Obama announced the start of negotiations in Washington in July 2013. Obama promised "new jobs and new growth on both sides of the Atlantic" in connection with TTIP and British Prime Minister Cameron called the deal a unique opportunity for this generation. Chancellor Merkel announced the goal of bringing the negotiations to a conclusion in a few years. Herman Van Rompuy , President of the European Council , warned against difficult negotiations because of open questions in the agricultural sector, especially in connection with genetically modified food and feed. "There are no magic solutions," he explained. Commission President Barroso also dampened expectations of a quick contract conclusion. "I cannot say exactly how long the negotiations will take," Barroso admitted at the summit.

Counterterrorism

Another topic at the summit was the fight against terrorism in North Africa . The G8 states announced that they would no longer want to pay ransom money for future kidnappings because these funds would be used by terrorist groups to buy weapons and carry out attacks. At the same time, international companies were asked not to make payments to the kidnappers if employees were kidnapped.

Trivia

  • In the vicinity of Lough Erne, Northern Irish terrorists carried out one of the worst attacks in the Northern Ireland conflict 25 years ago . Eleven people died and more than 60 were injured.
  • In February 2013, experts from the British secret service MI5 said they had evidence of an IRA terrorist attack on the G8 summit. On March 23, 2013, a car bomb exploded 26 kilometers away. "Oglaigh Na hEireannn," an IRA splinter group, released a statement that the bomb was intended for the G8 summit.
  • The empty shops of Fivemiletown were fitted with photo mural in the run-up to the summit to simulate a busy city.
