Gerhard Frank (lawyer)

Gerhard Frank (born June 28, 1929 in Illertissen ; † May 29, 2020 ) was a German lawyer , hunting official and Bavarian state politician ( CSU ).

He was a member of the Bavarian State Parliament from 1974 to 1978 and from 1982 to 1990 . He gained nationwide fame as President of the German Hunting Protection Association (DJV) from 1982 to 1995. In addition, he has also campaigned for hunting at European and international level.

education and profession

Gerhard Frank, son of a forest master , attended elementary school in Steinwiesen and Pfaffenhofen an der Ilm as well as the humanistic grammar school in Bamberg and Traunstein . In 1945 he did military service for a short time and then worked as an agricultural worker. After the war he passed the Abitur at the Oberschule in Traunstein and studied law and business administration in Bamberg as well as at the Friedrich-Alexander-University Erlangen-Nuremberg and the Ludwig-Maximilians-University in Munich . In 1952 Frank passed the First State Examination in Munich, in 1953 he also passed the Diplom-Kaufmann exam there and was then a trainee lawyer . 1957 followed the doctorate to Dr. iur. and the Second State Examination in Law .

In 1958 Frank was admitted to the bar. From 1957 to 1962 he worked for Süddeutsche Treuhand-AG in Munich and founded his own law firm in 1962 . Among other things, he worked as a specialist lawyer for tax law and hunting law . Today (2011) he is still active at the Munich law firm Frank - Schäfer - von Radetzky in the areas of asset management , execution of wills and foundation law . Together with his daughter, lawyer Barbara Frank, he regularly updates the commentary on Hunting Law in Bavaria . In addition to her legal work in the above law firm, Barbara Frank is the chair of the legal committee of the Bavarian State Hunting Association.

Gerhard Frank was a member of the Christian Social Union in Bavaria . He started his political career out of the CSU local association Planegg .

Public offices

Gerhard Frank was a member of the Bavarian State Parliament three times , always moving up through the constituency of Upper Bavaria for a deceased member of parliament: on January 8, 1975 (until 1978) for Peter Breitner , on May 24, 1983 (until 1986) for Rudolf Gütlein and on June 26, 1989 (until 1990) for Karl Schön . As a state politician, he was particularly involved in the areas of hunting, forestry and nature conservation policy. He was a member of several parliamentary committees, including Chairman of the 1978 employed committee of inquiry "control cases" and in 1986 appointed committee of inquiry " Mega-Petrol ".

Honorary positions and memberships

Gerhard Frank was best known for his extensive work in hunting associations and organizations. At the federal level, he was involved from 1966 to 1995 as a board member and board member of the German Hunting Protection Association (DJV) , whose fortunes he was president from 1982 to 1995. After the reunification he managed to integrate the hunters from the new federal states into the DJV.

From 1972 to 1994 he also served as President of the State Hunting Association (LJV) Bavaria , for which he was also a member of the Supreme Hunting Council at the Supreme Hunting Authority in Bavaria from 1962. The BJV also owes Frank its "showcase objects" in matters of nature conservation and environmental education : in 1967 he initiated the establishment of Wildland GmbH, and under his presidency the state hunting school in Amerdingen was founded.

From 1972 to 1996 Frank was also chairman of the board of the German Hunting and Fishing Museum Foundation in Munich. In addition, from 1962 he worked as a lawyer and member of the board of the Association of Bavarian Professional Hunters.

As President of the Federation of Associations for Hunting and Conservation of the EU (FACE) from 1985 to 1988 and as its Vice-President, he also campaigned for the interests of hunting at the European level. Within the International Council for the Conservation of Hunting and Game (CIC) , Frank headed the Working Group on Hunting Law and from 1979 to 1982 the German delegation.

From 1997 to 2001 he was on the board of the Heinz Sielmann Foundation , of which he has been a member since 2002. From 1970 to 1976 he sat on the advisory board of the Bavarian Forest National Park .

His activities apart from hunting and nature included the office of chairman of the supervisory board of Kathreiner AG , Poing , as well as membership in the supervisory boards of Münchner Bank eG , Munich, and Gothaer Allgemeine Versicherung AG , Göttingen .

The honors that Frank received for his public work include the Federal Cross of Merit, First Class , which the Federal President awarded him in 1984, not least for his contributions to the preparation of nature conservation and hunting legislation. Through his commitment to hunting politics as BJV and DJV President and as a member of the state parliament, he had a lasting impact on the development of hunting.
