Extended journeyman's examination

The extended journeyman's examination is a form of performance assessment of professional competence that takes place in two parts: Those parts of the professional competence that can be tested at an earlier point in time (than at the end of the training) are included in a "Part 1 of the journeyman's examination or final examination " checked. This result is weighted as a percentage and added to the result from “Part 2 of the journeyman's examination or final examination” (which is also weighted).

Emergence

Before the Vocational Training Reform Act of March 23, 2005 came into force, Germany only had the classic examination structure for completing vocational training ( intermediate examination , final or journeyman's examination). Since then, however, the so-called “extended final or journeyman's examination” has been anchored as a regulatory option in the Vocational Training Act (BBiG) and the Crafts Code (Law on the Order of Crafts, HwO) in some training occupations . With the extended form of the examination, the classic intermediate examination is no longer necessary.

Legal basis

Craft regulations

According to Section 26, Paragraph 2, No. 2 of the Handwerksordnung (Law on the Order of the Crafts; HwO), training regulations can provide "that the journeyman's examination is carried out in two parts that fall apart" (this is the characteristic designation of the extended form of examination ).

In addition, the provisions of the Crafts and Trades Regulations on the examination system (fourth section, §§ 31 ff.) Already regulate any special features when carrying out the extended journeyman's examination (see § 31 paragraph 1 and 2, § 36 a, § 39 paragraph 2).

Training regulations / testing regulations

The extended form of examination was introduced by so-called test regulations for selected training occupations, which the above. suspend the classic examination structure of the respective training regulations. The first testing regulations expired on July 31, 2007. Since then, they have been extended to July 31, 2008 because there was still no agreement on changes and details (nationwide surveys were carried out on this). The exception was the automotive mechatronics technician training occupation , which was already included in the standard training regulations on August 1, 2007 .

With the publication in the Federal Law Gazette on July 30, 2008 (edition: Federal Law Gazette I No. 32), the other professions followed suit and made the extended examination form an integral part of the new standard training regulations.

Examination regulations

The procedure for carrying out the extended journeyman's examination is based on the examination regulations of the respective Chamber of Crafts . Please note in the following examples that they refer to the model journeyman examination regulations (in the following often abbreviated as "GPO") based on the recommendation of the main committee of the Federal Institute for Vocational Education and Training . However, each Chamber of Crafts issues its own individual examination regulations for itself, but mostly based on the federal proposal.

Legal characterization

The extended test aims in its entirety and in every part to test the professional ability to act. Part 1 of the extended examination differs considerably from an intermediate examination , which only serves to determine the level of learning (without direct reference to proof of professional ability to act). Consequently, according to the respective training regulations, content that was already checked in Part 1 of the extended exam may only be checked to a limited extent in Part 2.

time

In the extended examination, the journeyman's examination is divided into two parts that differ in time. The time of the first part of the examination is specified in the training regulations. The second part always takes place at the end of the training period.

Repeatability

Part 1 of the examination is a legally dependent part of the journeyman's examination. It can therefore not be challenged independently. There is no possibility of repeating part 1 on your own before taking part 2 in the event of poor or insufficient performance.

Consist

Since none of the test regulations has issued a minimum pass rule for part 1 of the journeyman's examination, repeating part 1 before taking part 2 of the examination is excluded, even in the event of poor or unsatisfactory performance. Passing the overall examination can only be determined after the overall examination has been completed, so that there is no possibility of repeating part 1 before this point in time. If at least sufficient performance has been achieved in Part 1 of the journeyman's examination, a repetition - provided that the "entire" journeyman's examination has not been passed - is only possible upon application by the examinee.

However, the reverse cannot be drawn, since an “entire journeyman's examination” can also be passed with an “unsatisfactory” in Part 1 of the examination (see Section 31, Paragraph 1, Clause 3 HwO).

weighting

According to a decision of the BiBB main committee, part 1 should not include less than 20% and not more than 40% of the total result. As a result, part 2 of the examination should comprise no less than 60% and no more than 80% of the overall result.

Professions with an extended form of examination

Evaluation

Since its introduction, the extended form of examination has mainly been evaluated by the BiBB (Federal Institute for Vocational Education and Training, Bonn). Reasons that should speak for this new examination structure are:

  • The increase in motivation of the trainees through an early performance level check with effects on the result of the journeyman's examination (better part 2 of the journeyman's examination)
  • the relief of the training companies through a final determination of basic skills without re-testing at the end of the training period (elimination of the "training" of basic skills at the end of the training period) and
  • the relief of the examination at the end of the training period by omitting the examination of basic skills

Admission

According to § 36 a of the Crafts and Trades Regulations (HwO), if the journeyman's examination is carried out in two parts at different times, a separate decision must be made on admission.

This means that an admission procedure for Part I of the journeyman's examination must be carried out in all training occupations with “the extended form of examination”.

According to § 36 a Paragraph 2 HwO, Part I of the journeyman's examination is to be admitted who

  • has completed the required training time prescribed in the training regulations,
  • has provided required written evidence of training
  • and whose vocational training relationship is registered in the apprenticeship role or is not registered for a reason for which neither the apprentice nor his legal representative is responsible.

If all documents are available, the chairman of the examination board has to decide on the admission according to § 37 a HwO. The entire examination board decides on non-admission .

Consequences of not taking the first part of the exam

Sorry for not attending

If the trainee is absent from the first part of the examination for a proven, important reason, Section 23 Paragraph 4 in conjunction with Paragraph 2 GPO (Journeyman's Examination Regulations) applies: The examination must generally be made up for. If individual independent examinations have already been completed, these will be recognized, i.e. H. the individual result achieved is taken into account in its entirety when evaluating the first part.

There is no entitlement to a separate re-examination date for the first part, neither according to the HwO nor the GPO. The law assumes that if the first part of the examination is excused, the two parts of the examination will be taken together (but not on one day) (see repetition). However, the Chamber of Crafts or the Guild is at liberty to offer a candidate who was prevented from taking part in the first part of the examination through no fault of their own, an earlier alternative date if this is organizationally possible.

Unexcused non-participation

According to § 23 Paragraph 3 in conjunction with Paragraph 4 GPO, the unexcused non-participation in the first part of the examination is sanctioned (punished) by the evaluation of the same with 0 points.

Admission to the first part of the examination establishes an examination legal relationship. This results in particular in the obligation to take part in the exam. In the extended examination, the candidate could gain inadmissible advantages over the participating examinees by deliberately not taking part in the first part, since he would complete this part later and thus with the skills and knowledge of a trained person.

If the candidate violates the obligation to participate without excuse, he will be treated as if he had participated in the first part and achieved an unsatisfactory result (= 0 points). Participation in the exam is therefore bogus. If the other prerequisites are met, the examinee then has a right to admission to the second part of the examination, since participation in the first part was legally faked. Section 9 (3) No. 2 GPO therefore does not preclude approval. Because of the 0 points from the first part, however, he will only be able to pass the overall test if he has an excellent test in the second part.

Special case

Discontinuation of the training after taking the first part of the examination and later restart of the training

When the training is discontinued, the examination procedure is interrupted. If training is resumed at a later point in time, Section 23 Paragraph 2 can be applied analogously. This means that the performance already achieved in the first part of the examination can be recognized.

Repetition with a stretched examination form

According to the testing ordinances, in the cases of Section 27a Paragraphs 1 and 2 and Section 37 Paragraphs 2 and 3 HwO, the two parts of the journeyman's examination can be carried out together at the end of the training period. In the case of a shortened apprenticeship period or early admission to examinations, a decision must be made on a case-by-case basis as to whether the extended form of examination is still useful and can be organized or whether parts 1 and 2 should be examined together at the end of the apprenticeship period.

It can be assumed that the extended form of examination is usually still an option. Otherwise, the examinations provided for in the training regulations for Part 1 and Part 2 must be completed within the framework of a complete examination date. The sum of the maximum examination times for parts 1 and 2 must not be exceeded. The question remains, when it makes sense and when not, because z. B. in the " metal professions" is prepared as well as a test piece, each of which takes a comprehensive preparation time to complete. In addition, a set of test assignments for the "repeat examination of Part 1" must be available. - The problem here can be: Uniform national examination tasks / templates are not yet prepared for them, possibly not yet. There are no binding specifications for this yet.
