Gradac ( Cyrillic : Градац) is a small Montenegrin town in the municipality of Pljevlja . At the 2003 census, the population was 364. It is Montenegro's northernmost settlement with urban status and is located in the Sandžak region near the borders with Bosnia and Herzegovina and Serbia .
