Andreas Carl Hermann Koch called Helmuth Koch (born September 17, 1889 in Bremerhaven ; † July 2, 1963 in Ilten , Hanover district ) was a German administrative lawyer and politician (DNVP, CDU).

Life

Koch was the son of a marine engineer. He attended a grammar school in Bremerhaven. He then studied law at the universities in Freiburg im Breisgau , Leipzig and Vienna . He then took part in the First World War as a soldier and was wounded several times. 1920 doctorate he became Dr. iur. and passed the 2nd state examination in 1921 . In 1922 he joined the Bremen civil service at the office in Bremerhaven and was initially a legal assistant. In 1923 he represented the governor , in 1925 he took office on a provisional basis, and in 1927 he became the governor of the Bremen Office in Bremerhaven. In 1937 he was suspended from duty for political reasons. During the Second World War he took on administrative tasks in Gotenhafen . He had worked in the Lower Saxony state administration since 1946 and became president of the local food office in 1948. From 1957 he acted as President of the Federal Higher's Office .

Koch was a member of the German National People's Party during the Weimar Republic . After the unconditional surrender of the Wehrmacht , he was appointed Lord Mayor of the city ​​of Wesermünde on May 24, 1945 by the US military government and also as head of administration of the city and district of Wesermünde . On July 2, 1946, Gerhard van Heukelum (SPD) was elected Lord Mayor of Wesermünde. Koch unsuccessfully represented the integration of the city of Wesermünde into the new state of Lower Saxony . In the Mayor elections of 1948, he lost the election. From 1950 to 1954 he was district president in the administrative district of Lüneburg .

Koch joined the Lower Saxony CDU , was a member of the Lower Saxony state parliament from 1955 to 1959 and was appointed to the state government led by Prime Minister Heinrich Hellwege on May 26, 1955 as Lower Saxony's finance minister . After the formation of a coalition of DP , CDU and SPD , he left the state government on November 19, 1957 and was replaced as Finance Minister by August Wegmann .
