Kevin Boyce

Kevin L. Boyce (* 1971 ) is an American politician ( Democratic Party ). He was Ohio's Treasurer of State from 2009 to 2011 .

Career

Nothing is known about Kevin L. Boyce's youth. He graduated from Columbus East High School in 1990 . He received his Bachelor of Arts in Political Science from the University of Toledo in 1995 and his Master of Public Administration from Central Michigan University in 2004 .

Boyce was the executive director of the KnowledgeWorks Foundation , a non-profit that promotes college access for students. From 1997 to 1999 he was executive director of the Ohio Legislative Black Caucus . During this time he led the 1998 unsuccessful election campaign of Charleta B. Tavares for the post of Secretary of State of Ohio. From January 1999 to September 2000 he was Chief of Staff of the Minority Caucus in the Ohio House of Representatives . He married Crystal Boyce. The couple have two sons and a goddaughter.

On September 11, 2000, he was appointed to the Columbus City Council. He was then elected to Columbus City Council on November 6, 2001 for a four-year term. His re-election took place on November 8, 2005. During his tenure, he served as President pro Tempore and Chairman of the Finance Committee and Zorning Committee.

Ohio Democratic Governor Ted Strickland announced on December 23, 2008 the appointment of Boyce as Treasurer of State of Ohio. His appointment closed the vacancy created by Richard Cordray's resignation when he became the new Attorney General of Ohio in November 2008 . Boyce took his oath of office on January 8, 2009. He was the first Democratic African American to hold a statewide non-legal post in Ohio. In July 2009, the Dayton Daily News published an article according to which Boyce spent $ 32,469  on promotional products with his name on it. Later, Boyce argued that such practices were common for political office holders and that he spent 30% less than his predecessor on such items. Meanwhile, his Republican opponent in the 2010 campaign, Josh Mandel , accused him that the spending was inadequate because of the state's budgetary difficulties. Boyce has also been criticized for recruiting Democratic party comrades to several posts within his agency.

Boyce was interviewed about KeyBank's contract to process government checks for $ 160,000 a year. At this point it should be mentioned that Ohio had been processing its own checks for 100 years. Boyce expected the new contract would save approximately $ 83,000 a year through increased interest income. The contract was awarded through a competitive bidding process, although critics have questioned it as two KeyBank lobbyists held a fundraiser for Boyce 1 week after the contract was awarded, where a ticket cost $ 500.

During the midterm elections ( Midterm Elections ) 2010 Boyce ran for the post of Treasurer of State, but suffered a defeat to Republican challenger Josh Mandel. Boyce received 40.2% of the vote in the election. After losing an election he recommended the mayor of Chicago ( Illinois ) Rahm Emanuel 's top advisor, Amer Ahmad, for the post of Comptroller of Chicago, although Boyce received a federal subpoena. It was about the involvement of Amer Ahmad for contracts with a bank in Boston ( Massachusetts ). Ahmad was charged in August 2013 on eight charges of bribery, wire fraud and dating crime while serving as Boyce's Assistant Treasurer of State of Ohio. As a result, Ahmad fled to Pakistan . He was meanwhile sentenced to 15 years in federal prison, but it is unlikely that he will be extradited from Pakistan to the United States .

When W. Carlton Weddington was charged with a bribery scandal in the spring of 2012, he resigned from his seat in the Ohio House of Representatives , forcing the Democratic Party to appoint a successor. Boyce was chosen from a number of possible applicants. Boyce took his oath of office on May 6, 2012. In the same year he successfully ran for a full term in the Ohio House of Representatives. He won a victory over Republican Seth Golding. He got 85.84% of the vote. In 2014 he was re-elected for a further term. This time he got 81% of the vote. Boyce was elected a minority whip soon after. He is also the only Democrat to preside over the 131st  Ohio General Assembly and preside over the Committee on Community and the Family Advancement's Subcommittee on Minority Affairs.

Honors

The National Council of Negro Women presented Boyce with his Community Service Plaque in May 2004 . In November 2004, Phi Beta Sigma Fraternity and Leadership, At Its Best, LLC. honored as an outstanding role model for young men.
