- Rinaldo Conti di Jenne - cardinal deacon of S. Eustachio, then (1231) cardinal bishop of Ostia and finally Pope Alexander IV (December 12, 1254), † May 25, 1261
- Sinibaldo de Fieschi - cardinal priest of S. Lorenzo in Lucina, then Pope Innocent IV (June 25, 1243), † December 7, 1254
- Bartolomeo di San Pudenziana - Cardinal Priest of S. Pudenziana, † March 15, 1231
- Oddone di Tonengo - Cardinal Deacon of S. Nicola in Carcere, then (May 28, 1244) Cardinal Bishop of Porto e S. Rufina, † before January 23, 1251

The alleged cardinals
The following people are mistaken by some authors to be Gregory IX. created cardinals mentioned:
- Niccolò Conti di Segni - supposedly cardinal priest of S. Marcello from 1228 or 1230 until his death in 1239, in fact he was never made cardinal and died only as a subdeacon in 1272; under Alexander IV he worked as domini papae camerarius
- Simon de Sully , Archbishop of Bourges and Ester Kaplan of the King († 1232) - allegedly cardinal priest of S. Cecilia from 1231 until his death. In fact, he was never made a cardinal and only died as Archbishop of Bourges. The news about his cardinalate is based on confusion with Simon de Brion , cardinal priest of S. Cecilia since 1261 (later Pope Martin IV.)
- Raymond de Pons , Bishop of Perigueux († 1232) - appointed cardinal priest according to later news, but no known document or other contemporary source mentions him as such
- François Cassard , allegedly Archbishop of Tours and Cardinal Priest of SS. Martino e Silvestro - he is only known from the forged documents
- Guido, cardinal deacon of S. Adriano - did not exist at all, was confused with Cardinal Goffredo von Trani († 1245)
- Raimund Nonnatus , Mercedarian († 1240) - allegedly cardinal deacon of S. Eustachio in 1240, but this is impossible because this diakonia was occupied by Robert Somercotes at that time
