Manchester is the largest town (with the status " City ") and the administrative seat of Delaware County in the US -amerikanischen State Iowa . In 2010 Manchester had 5,179 inhabitants, the number of which had decreased to 5,113 by 2013.

Manchester is located in northeast Iowa on the Maquoketa River , a right tributary of the Mississippi . This forms the border of Iowa to Wisconsin and Illinois around 70 km east .
