- Washington: The second Wilson note specifies the conditions of a ceasefire, including calls for democratic reforms and an end to the submarine war.
- Paris: The first Czechoslovak government is formed under Tomáš Garrigue Masaryk . (in office until November 14th)

- Berlin: The German Reichstag adopts the October constitution .
- Budapest: aster revolution in Hungary. During the Lánchíd csata (Battle of the Chain Bridge) three people were killed and around 50 to 60 injured.

- Wilhelmshaven : Units of the German deep sea fleet refuse to sail.
- Zagreb : The Croatian parliament decides to abolish all constitutional relations between Croatia and the Austro-Hungarian monarchy.
- There the "State of Slovenes, Croats and Serbs" is proclaimed by the National Council (this state only existed until December 1, 1918).

- Vienna : Provision of the first government (Renner) of “German Austria”. National Assembly
- Limnos / Istanbul: The Moudros armistice , which ended hostilities between the Ottoman Empire and the Entente in the Middle East, was signed by the Turkish Navy Minister Rauf Orbay and the British Admiral Somerset Gough-Calthorpe on board the British Agamemnon . The Ottomans had to give up almost their entire empire with the exception of Anatolia ( Hejaz , Yemen , Syria , Mesopotamia , Tripolitania and Cyrene ). In addition, the Allied occupation of key positions around the Sea of Marmara and control over the Bosporus . It will take effect from midday on October 31.
- The Slovak National Council approves the common state of Czechs and Slovaks.

- Munich: The epidemic flu reached its peak in Bavaria in the last days of October 1918. For all of 1918, the "Statistical Yearbook for the Free State of Bavaria" records 20,321 Bavarian civilians as the cause of death "flu", another 4,424 in the following year, plus many soldiers. Many of the victims of this flu pandemic are also very many whose cause of death is called "pneumonia" : Between 1914 and 1917, mostly 8,000 to 8,500 people per year died of pneumonia in Bavaria. In 1918, however, there were 13,711, over 5,000 more than in previous years. The influenza pandemic of 1918/19 probably killed more than 30,000 people in Bavaria alone. The relatively high proportion of younger women in the death toll is striking.
- Albania : Allied troops take the capital Shkodra . Temporary Austrian occupation of Albania.
- Vienna: The Austro-Hungarian monarchy ends with Hungary's unilateral exit .
