A Plusregio (also called Stadsregio , German  city ​​region ) was an amalgamation of Dutch municipalities in an urban area. Their main task, as determined by law, was to deal with regional issues such as B. to coordinate the improvement of the traffic planning or the development of the settlement structure and thus determine optimal conditions for the population. Plusregios existed from 2006 to 2015.

historical development

From 1990 there was the idea of ​​forming city provinces in the Netherlands. Although the legal requirements for this have been created, such a city province has never been created. The law that gave municipalities in urban agglomerations the opportunity to leave their province in order to form their own urban province was replaced by a new law regulating cooperation in so-called Plusregios (Dutch Kaderwet Bestuur in Verandering ).

The Dutch Ministry of the Interior kept a register in which the Plusregios and the municipalities belonging to them are listed. This register also kept track of in which plus region which municipal (and supra-municipal) tasks were taken over by the respective plus region.

Administrative unit

The Plusregio formed another administrative unit in the Netherlands. It was located between the province and the municipality level. But it could not be compared with a German district or administrative district.

The council of a plus region consisted of members who were created by the councils of the parishes concerned. The fact that they were not directly elected can be seen as a democratic deficit.

Overview

On January 1st, 2006 the Plusregios were introduced around the following cities:

Amsterdam , Arnhem / Nijmegen , The Hague , Eindhoven , Enschede / Hengelo , Rotterdam and Utrecht .

When it was published in the State Gazette on March 23, 2006, Parkstad Limburg was also designated an official plus region. In 2007, more than 100 municipalities belonged to these plus regions. On January 1, 2015, the Plusregios were dissolved again.
