The REGIONALE 2022 is the ninth " Regionale " in North Rhine-Westphalia. It takes place in Ostwestfalen-Lippe under the heading “The new UrbanLand”. The second REGIONALE is already being held in the region. In 2000 a structural program took place in the region as an initiative with reference to the Expo 2000 in Hanover - this was the first REGIONALE in North Rhine-Westphalia . The REGIONALE 2022 is the largest regionally oriented infrastructure program in East Westphalia-Lippe over the next few years.

With the REGIONALE structural funding instrument , the state government of North Rhine-Westphalia offers cities, districts and municipalities the opportunity at regular intervals to carry out pioneering, exemplary cooperation projects and to shape and develop structural change according to their regional strengths and challenges. The core of the REGIONALE concept consists of ambitious, structurally effective measures in the areas of city, landscape, culture and economy, which are developed over a period of several years. In addition, the REGIONALE instrument is intended to strengthen the cooperative profiling of regions internally (networking / cooperation).

The last REGIONALE took place in 2016 for the Westmünsterland region.

Concept: UrbanLand OstWestfalenLippe

The main idea of ​​REGIONALE 2022 in Ostwestfalen-Lippe is to work on the equivalence of living conditions in town and country as well as to implement sustainable spatial structures (settlement, mobility structures) for the entire region through model projects. For this purpose, the vision of "UrbanLand OstWestfalenLippe" was developed, which was the core of the application concept. The aim of REGIONALE 2022 is to provide answers in good projects about what the “UrbanLand OstWestfalenLippe” looks like and how a high quality of life can be achieved in the entire region. The concept for the new UrbanLand - the navigation - was developed over a period of five months 2018/2019 in a broad participation process.

Fields of action

The focus of regional development work in the context of REGIONALE 2022 in Ostwestfalen-Lippe is on the following four fields of action: "The new medium-sized enterprise", "The new mobility", "The new municipalities without borders" and "The new urban-rural district". Cross-cutting issues are also digitization, networking, intermunicipal cooperation, mobility and climate protection. Projects that are submitted should take up the fields of action thematically and demonstrate both model character and future-oriented.

The new Stadt Land Quartier

For the field of action “The new urban rural district”, projects are being sought that deal with district development and future-oriented settlement design in urban and rural areas. The focus is on effectively combining urban planning, technical, economic and social innovations with one another and linking living, working, living and civic engagement in the sense of shared responsibility.

The new mobility

“The new mobility” looks for mobility concepts that can be used in both urban and rural areas. The aim is to intelligently connect the various modes of transport to enable user-controlled, individual and multimodal mobility that is energy and cost-efficient. New approaches such as autonomous mobility and sharing concepts can also be considered for this.

The new middle class

Topics such as innovation, start-ups, securing skilled workers and vocational training are particularly relevant in this field of action. Projects z. B. using the innovative power of companies for regional development, developing tailor-made advice and support offers and active start-up support and contributing to improving the quality and facilitating access to vocational training offers are to be assigned to this field of action.

The new municipalities without borders

The field of action “The new municipalities without borders” deals with the topics of partnership-based administrative cooperation, smart citizen services and climate protection with the involvement of all municipalities in Ostwestfalen-Lippe. The focus is on projects that tackle municipal and regional challenges in inter-municipal associations, develop digital public participation formats and deal with the compatibility of family and work.

Projects

In order to guarantee the quality of the projects in terms of the development strategy, potential REGIONALE projects for Ostwestfalen-Lippe go through a multi-stage selection and qualification process:

  • C-Status: Potential as a REGIONALE project
  • B status: candidate for a REGIONALE project
  • A status: REGIONALE project

The UrbanLand Board is responsible for advising and deciding on project ideas. Around 50 representatives from all over Ostwestfalen-Lippe sit on the committee - from the cities and municipalities, the districts, chambers and universities, associations and interest groups. As a sponsor of REGIONALE 2022, the state of North Rhine-Westphalia is closely involved with other representatives of the state government through the Detmold district government and the Ministry for Homeland, Local Affairs, Building and Equality . The Detmold district government takes care of funding-specific questions.

Submitted concepts that have passed the REGIONALE qualification and been awarded A status by the UrbanLandBoard are:

  1. Innovation SPIN : On the Innovation Campus Lemgo , the Paderborn-Lippe District Craftsmen's Association, the OWL Technical University and the Lippe District want to erect a building, the Innovation SPIN, on a hereditary building plot of the city of Lemgo. The project is considered innovative in the collaboration between education, research, business - and for the first time in OWL - with the craft. In the Innovation SPIN building, students and trainees should look for answers to the challenges of the future together.
  2. Future Fit Digitization : The central task of the “Zukunftsfit Digitization” project is to bring the leisure activities of the Teutoburg Forest region to life and to network them through digital services. The project connects all districts in Ostwestfalen-Lippe and over 50 tourism partners in order to develop a common data management system for tourism content. The project sponsor is Teutoburg Forest Tourism, a department of OWL GmbH.
  3. OWL.Kultur-Platform : The OWL.Kultur-Platform is supposed to be an intelligent web solution that brings together all cultural offers of the region. The central element is a personalized event calendar. This means that the presentation of the website adapts to people's interests. The cultural actors in the region are supported in their work; z. B. via the connection to digital offers of the administration. The OWL-Kulturbüro, a department of OWL GmbH, will implement the offer together with the University of Paderborn - Software Innovation Campus Paderborn, and the company aXon GmbH.
  4. Health center Oerlinghausen as part of the guLIP framework concept - Healthy Land Lippe: Three health centers in the Lippe district are to be created to ensure care, combining different models of general practitioner , nursing, therapeutic and advisory health services. The first health center model at the Oerlinghausen site is to be implemented in the historic office building of Carl Weber's weaving mill.
  5. Akzelerator.OWL: On the "Areal Barker" / Barker Barracks in Paderborn, the Akzelerator.OWL is to be built as a new home for the start-up scene OWL. The project of the University of Paderborn is a contribution to the sustainable reuse of the conversion area .
  6. Richter House of the Generations: The city of Nieheim is developing an attractive quarter around the identity-giving Richter House, which was empty and unused for a long time, as a place for all generations in the historic city center. The REGIONALE project is part of the Urban Society in Monument Association , in which the five cities of Bad Driburg , Horn-Bad Meinberg , Höxter, Lemgo , Nieheim with a population between 6,000 and 45,000 and a district of the city of Paderborn have come together. The common goal is to turn structurally weak town centers into a lively and attractive center.
  7. Multimodal transport system lip: The Municipal Transport Company lip (CCG) creates a cross-linked offering that the people of eastern Westphalia to the project REGIONAL multimodal transport system Lippe Lippe is the possibility to easily get from house to house. This is ensured by a seamless connection between modes of transport and sharing offers.
