René Rhinow (1990)

René Rhinow (born December 29, 1942 in Basel ) is a Swiss lawyer and politician of the Free Democratic Party of Switzerland (FDP). He was a member of the Council of States for the canton of Basel-Landschaft from November 30, 1987 to December 5, 1999, from November 30, 1998 as President of the Council of States . From 2001 to 2011 he was President of the Swiss Red Cross (SRK).

biography

René Rhinow grew up as the son of an electrical appliance dealer in Basel. After studying law doctorate he 1970. Dr. iur. and from 1978 was a private lecturer at the University of Basel. From 1978 to 1981 he was President of the Administrative Court of the Canton of Basel-Landschaft. From 1982 to 2006 he was a full professor for constitutional and administrative law at the University of Basel . During this time he was Dean of the Faculty of Law at the university in 1985/1986, 1993/1994 and 2000/2001. His academic publications mainly concern constitutional law (democracy, fundamental rights, federalism), administrative law, public commercial law and public procedural law.

From 1999 to 2001 René Rhinow was President of the Swiss Multiple Sclerosis Society , from 1999 to 2012 legal counsel at the law firm Niederer Kraft und Frey Rechtsanwälte in Zurich, from 2005 to 2015 Chairman of the Board of Directors of Aquila & Co Zurich and from 2012 to 2015 President of the Alzheimer's Association of both Basel. Since December 2012 he has held the position of ombudsman for AZ Medien AG .

René Rhinow currently lives in the municipality of Liestal . He is married and has two grown daughters. In the Swiss Army he was a colonel in the general staff , commander of a self-propelled howitzer division, chief of staff of a mechanized division and, most recently, chief of the army staff strategy group .

politics

From 1979 to 1984 René Rhinow was a member of the Basellandschaftliche Constitutional Council and in 1984 its last president. In 1987 he was elected to the Council of States, the small chamber of the Swiss Federal Assembly , for the first time as the successor to the Social Democrat Eduard Belser for the Free Democratic Party . Among other things, he headed the State Political Commission, the Foreign Policy Commission and the Constitutional Commission of the Council of States as well as the delegations of both Councils to the Interparliamentary Union and the Parliamentary Assembly of the Organization for Security and Cooperation in Europe (OSCE). From November 30, 1998 until he left the Council of States in December 1999, he was its President. With regard to his political style, he is seen as capable of reaching a consensus and as an advocate of Swiss concordance democracy . He advocated Switzerland's accession to the European Economic Area (EEA) and the United Nations (UN) as well as opening up to the European Union (EU). He was also Vice-President of the Switzerland-UN Society.

Red Cross

On June 30, 2001, René Rhinow was elected the 19th President in the history of the SRC by the Red Cross Assembly, the supreme body of the Swiss Red Cross. He took over the office on October 1 of the same year as the successor to Franz Muheim and resigned on June 30, 2011. By virtue of his office, he was also one of five vice-presidents of the International Federation of Red Cross and Red Crescent Societies from 2001 to 2006. In 2011/2012 he was a member of the Board of Trustees of the SRK Humanitarian Foundation and from 2011 to 2013 he was a member of Compliance and Mediation Committee of the Federation.

René Rhinow is an honorary citizen of Seltisberg and has been the recipient of the Great Golden Decoration of Honor on Ribbon for Services to the Republic of Austria since 2000 .
