The Resolution 664 of the UN Security Council is a resolution that the United Nations Security Council voted unanimously on 18 August 1990th The Council reaffirms resolutions 660 (1990), 661 (1990) and 662 (1990) and recalls Iraq’s obligations under international law and the obligations arising from Chapter VII of the Charter of the United Nations , and calls on Iraq to comply with the Permits and facilitates the departure of nationals from third countries from Iraq and Kuwait , whereby he demands consular and diplomatic access to third country nationals.

The Council also demanded that Iraq take no action that would jeopardize the safety of citizens, and reiterated that the annexation of Kuwait is illegal and therefore demanded that Iraq his orders consular to close and diplomatic missions in Kuwait and repealing diplomatic Withdraws immunity of its staff. At the time of the Iraqi invasion, thousands of foreigners were in Iraq and Kuwait, and the Council condemned Iraq's decision to use foreigners as "human shields" in strategic locations.

Finally, in resolution 664, Secretary General Javier Pérez de Cuéllar was asked to report on compliance with the current resolution as soon as possible.
