The UN Security Council Resolution 670 is a resolution that the Security Council of the United Nations at its 2943rd meeting, on 25 September 1990 decided with one vote against. Recalling Resolutions 660 (1990), 661 (1990), 662 (1990), 664 (1990), 665 (1990), 666 (1990) and 667 (1990) on Iraq , the Council condemned the continued Iraqi occupation of Kuwait , the violence against Kuwaiti citizens and their disregard for Security Council resolutions. He also noted the expulsion of Iraqi diplomats from several countries. As a result, the Council decided to impose further sanctions on Iraq related to civil aviation .

In accordance with Chapter VII of the Charter of the United Nations , the Council called on all member states to strictly enforce international sanctions against Iraq and confirmed that the sanctions imposed in Resolution 661 (1990) also apply to aircraft by deciding:

  • Member States should refuse to allow aircraft to take off from their territory when carrying cargo to or from Iraq and occupied Kuwait , with the exception of medical and humanitarian assistance and resources for the United Nations Iran-Iraq Military Observer Group ;
  • Member States should refuse to permit aircraft destined for Iraq or Kuwait to fly over their territory unless authorized by the Security Council Committee, through inspection that it is not in violation of Resolution 661 or for use is approved by the military observation group;
  • Member States should take the necessary steps to ensure that all of their aircraft comply with and cooperate with resolution 661;
  • Member States should detain Iraqi ships calling at their ports unless this is done on humanitarian grounds to protect human life.

He also reminded countries that under Resolution 661 (1990) they should continue to freeze Iraqi assets while protecting those of the "legitimate government of Kuwait" and sanctioning Iraqi diplomats. The Council also called on all member states to cooperate with the Security Council Committee and to provide information on the measures they have taken to implement the provisions of the current resolution.

Finally, the Council warned that any state that defied resolution 661 (1990) could take action against it, while reminding Iraq of its obligations under the Fourth Geneva Convention. Resolution 670, the ninth condemning Iraq for invading Kuwait, was passed with 14 votes in favor, one against from Cuba and no abstention.
