The Resolution 665 of the UN Security Council is a resolution that the United Nations Security Council decided on 25 August 1990 with two abstentions. After calling for the full and immediate implementation of Resolutions 660 , 661 , 662 and 664 , the Council approved a naval blockade to enforce the embargo on Iraq following the invasion of Kuwait on August 2, 1990.
On August 6, 1990, following the Iraqi invasion of Kuwait, the Security Council passed Resolution 661 (1990) imposing economic sanctions on Iraq that imposed a full embargo on trade, with the exception of medical supplies, food and other items of humanitarian necessity to be determined by the Sanctions Committee of the Security Council. After the naval blockade was approved, the Council asked Member States to work with each other and with the General Staff Committee to ensure compliance with the provisions of resolution 661 (1990). He also asked the Secretary-General to report to the Council on developments in the situation.
Resolution 665 was not adopted by 13 votes, with two abstentions from Cuba and Yemen . He has avoided invoking the powers and responsibilities of the Council under Article 42 Chapter VII , which would make the blockade legally enforceable.
