The Resolution 653 of the UN Security Council is a resolution that the United Nations Security Council at its 2919th meeting on 20th April 1990 unanimously decided. With reference to resolutions 644 (1989) and 650 (1990), the Council approved a report by the Secretary-General and approved new additions to the mandate of the United Nations Observer Mission in El Salvador .

After talks between the government of Nicaragua and the Contras, the addition to the mandate included the proposal to create five “security zones” within Nicaragua in which the Contras would demobilize.

It also requested the Secretary-General to report to the Council before the end of the current mandate on May 7, 1990.
