The resolution 674 of the UN Security Council is a resolution that the United Nations Security Council unanimously decided at its meeting on 29 October 2951. 1990th Recalling resolutions 660 (1990), 661 (1990), 662 (1990), 664 (1990), 665 (1990), 666 (1990), 667 (1990) and 670 (1990) on Iraq , the Council condemns the ongoing situation in occupied Kuwait after the Iraqi invasion of August 2, 1990 and reaffirms the goal of the international community to maintain international peace and security.

The resolution first called for the Iraqi armed forces to stop holding foreigners hostage and ill-treatment of Kuwaiti nationals in violation of decisions of the Council, the Fourth Geneva Convention and international law , and called on states to gather information about violations against them and to make this information available to the Council. He also called on Iraq to meet its obligations under the Vienna Convention on Diplomatic and Consular Relations after the diplomatic missions of some countries were taken over by Iraqi armed forces , and called on Iraq to allow foreigners and diplomatic agents to leave. The Council also asked Iraq to lift its diplomatic immunity and embassy closure in occupied Kuwait.

On humanitarian issues, Resolution 674 reaffirmed that Iraq should ensure access to food, water and basic services for Kuwait’s civilian population, as well as foreigners and diplomatic personnel. The Council reminded Iraq that it is responsible for any loss, damage or injury following the invasion of Kuwait and third countries, as well as in the states of their nationals and businesses. At the same time, the resolution asked Member States to collect information on relevant reimbursement and compensation claims.

Noting that the matter would remain in the hands of the Council until Kuwait regained independence, the Council asked Secretary General Javier Pérez de Cuéllar "to use his good offices" to continue diplomatic efforts to find a peaceful solution bring about the crisis and report on developments.

Resolution 674 was the tenth resolution on the conflict and threatened "further action" if necessary. It was the most comprehensive solution to the conflict on humanitarian issues and was adopted by Cuba and Yemen with 13 votes to no with two abstentions .
