The Resolution 677 of the UN Security Council is a resolution that the United Nations Security Council unanimously decided at its 2962nd meeting on November 28 1990th The Council, referring to resolutions 660 (1990), 662 (1990) and 674 (1990), condemned attempts by Iraq to change demographic information about Kuwait and restrictions on the free movement of its citizens.
The Council also condemned, under Chapter VII of the Charter of the United Nations, Iraq's attempts to destroy the population registers kept by the Kuwait government . Therefore, the General Secretary Javier Pérez de Cuéllar was commissioned in the resolution to keep a register of Kuwait residents certified by the “legitimate government of Kuwait”, which includes all citizens up to August 1, 1990. He also asked the Secretary General and the Kuwaiti government to establish a set of rules for access to the register.
The resolution was adopted in anticipation of the disappearance of Kuwaitis or the influx of non-Kuwaitis as a result of Iraqi policies in the occupied country.
