With the resolution 678 of the Security Council of the United Nations on 29 November 1990, the UN member states were authorized from 15 January 1991 liberation of Kuwait from Iraq to use military force. Iraq occupied Kuwait on August 2, 1990 , thus starting the Second Gulf War . The resolution authorized a US- led coalition to carry out military operations (US designation: "Operation Desert Storm" ) against Iraq from January 16, 1991 , during which Kuwait was liberated.

The wording of the resolution contains the wording " authorizes the member states ... to use all necessary means ". According to the language of the UN, this also allows the use of military force.

According to the attackers, the resolution was also part of the justification for the Iraq war .

The resolution was adopted at the 2963rd session with twelve votes in favor, two against (Cuba, Yemen) and one abstention (China).
