The Resolution 649 of the UN Security Council is a resolution that the United Nations Security Council at its 2909th meeting on 12. March 1990 unanimously decided. After taking note of a report by the Secretary-General on a recent meeting between the leaders of the two communities in Cyprus and referring to resolution 367 ( 1975 ), the Council expressed its regret that in the 25 years since the establishment of the United Peacekeeping Force Nations in Cyprus no solution to the situation has been found.

In particular, the Council reaffirmed the meetings between the leaders of the Greek Cypriot and Turkish Cypriot ethnic groups in 1977 and 1979, during which they undertook to establish a bipartite Federal Republic of Cyprus . He urged both of them to continue working with the Secretary General to find a mutually acceptable solution for the establishment of a federation, and called on both of them to reach an overall agreement reached in 1989.

Resolution 649 called on the Secretary General to submit proposals to the two leaders to resolve the situation and to report by May 31, 1990 on the status of the talks.
