The Resolution 681 of the UN Security Council is a resolution that the United Nations Security Council unanimously decided at its 2970th meeting on 20 December 1990th After receiving the report on the riots on the Temple Mount approved by Secretary General Javier Pérez de Cuéllar under resolution 672 (1990) , the Council expressed concern at Israel's rejection of resolutions 672 (1990) and 673 (1990) .

The Council also condemned Israel for its decision to resume the deportation of Palestinians from the Occupied Territories and urged the Israeli government to accept and abide by the applicability of the Fourth Geneva Convention of 1949. Israel said they were deported for "inciting violence".

Resolution 681 also requested the Secretary-General, in accordance with his recommendation in the report, to consider possible measures that could be taken by him, the High Contracting Parties to the Fourth Convention and the International Committee of the Red Cross under the Convention, and the Council on the state of affairs To report deliberations. He also requested the Secretary-General to continue monitoring the situation in the area and to report back during the first week of March 1991 and every four weeks thereafter.

The resolution was passed during the tensions surrounding the Iraqi invasion of Kuwait , with which Saddam Hussein sought to combine a solution to the Kuwait problem with a solution to the Palestine question .
