Thousands of live sharks are bunkered on board a Russian fishing boat . The ship spins out of control due to an argument between the captain and an Asian businessman and the entire crew is killed by the sharks in the wake of a storm. The storm turns into a tornado and hits Los Angeles , swirling the sharks and tons of salt water into the city. At first there are only a few victims, but the surfer and bar owner Fin suspects a catastrophe. He and his friends Baz, George and Nova go looking for his separated wife April and their daughter Claudia. Both live in Beverly Hills , which is also where sharks are blown. He saves the two women, but April's boyfriend is killed by a shark.

After tracking down Fin's son Matt, the group decides to bomb the sharks that fly in the tornadoes from a helicopter . This succeeds, but the helicopter goes into a tailspin and crashes. Fin destroys the last tornado with a specially built vehicle. Nova falls from the helicopter and is swallowed by a particularly large shark. When the same shark happens to be whirled towards the ground from the tornado, Fin jumps into his stomach with a chainsaw . He manages to free himself and Nova from inside the shark with the chainsaw.
