At the beginning of the 1990s, the Inter- University Department for Agrobiotechnology  (IFA Tulln) , a joint project of the University of Natural Resources and Life Sciences Vienna  (BOKU), the Technical University of Vienna  (TU) and the University of Veterinary Medicine Vienna  (VetMed) settled here. The planning comes from the architect Franz Fehringer , and the institute complex was opened in 1994.

In 1986 Raiffeisen Bioforschung  GmbH was founded on the grounds of the Tulln sugar factory with the aim of researching the biotechnological use of agricultural raw materials. Seven years later, Agrana , an important sugar producer in the area (Wiener Zucker), concentrated its research locations from Gmünd ( potato starch factory ) and Fuchsenbigl im Marchfeld (sugar research institute) to Tulln, enlarged the existing research building considerably and renamed the research center Sugar Research Tulln. In 2014, the research facilities were again considerably expanded and renamed the Agrana Research & Innovation Center . With around 60 employees, it is the central research and development center for the Agrana Group and also operates as a service provider in research and development in many industries. The main focus of activity lies in the provision, processing and application of agricultural products for food and for renewable raw materials for technical purposes.

A science and technology offensive has been started in Austria since the 2000s. Technopol  - supported by the regional business agency ecoplus  - is the Lower Austrian program for technology-oriented location development, in which competence centers mediate between basic research , applied sciences and problem-oriented economic research and development . The technology fields funded at the Tulln location are food and feed safety, environmental biotechnology, sustainable use of biological resources, wood and natural fiber technologies and bioactive substances. For the Technopol Tulln, the area around the IFA was expanded ( Techno-Park Tulln with around 60,000 m² of land).

In 2002 the Wiener Neustadt University of Applied Sciences started offering courses. The Tulln Technology Center (approx. 3,500 m² laboratory and office space) was built to the west of the IFA by December 2005. It serves as a business location for non-university research institutions, spin-offs and start-up companies. Competence centers of the federal initiative Kplus (today COMET competence centers) found a location here.

In 2011, the new University and Research Center  (UFT) opened at Technopol Tulln east of the IFA , with 15,000 m² of laboratory space, seminar rooms, cafeteria, two glass houses, workshops, a wood technical center and parking spaces, and a further 350 high-tech workplaces. To the west, another area for municipal infrastructure (kindergarten, student residence, Red Cross) was created in 2012. In 2013–14, the TZT was expanded to 5,500 m²; further development areas are still open.

There are 650 employees at the site (as of 2015), including 500 scientists. The project is financed from regional and EU funds. It is operated by the TFZ Technologie- und Forschungszentrum Tulln  Ges.mbH, which is 70% owned by the State of Lower Austria (via ecoplus Beteiligungen  GmbH) and 30% by the City of Tulln ( Tullner Liegenschaftsaufbereitung  GmbH), and Techno-Park Tulln  Ges. mbH ( Raiffeisen-Holding NÖ-Wien  51%, state / ecoplus holdings  39%, city / property preparation  10%). The university and research center is a joint project by BOKU, AIT, the city of Tulln and the state of Lower Austria.
