The U-21 African Football Championship in 1999 was the eleventh edition of the tournament for junior football teams (U-21) in Africa organized by the African Football Association (CAF) . The tournament was held in Ghana from February 21 to March 7, 1999 . The hosts won with a 1-0 win over Nigeria . The two finalists as well as the losing semi-finalists Cameroon and Zambia as well as the fifth Mali qualified for the Junior World Championship in 1999 in Nigeria.

The teams first played a preliminary round in two groups of four teams each. The first two in each group qualified for the semi-finals. If there was a tie, extra time and possibly a penalty shoot-out was played there.

World Championship
Ghana , Cameroon , Zambia and Mali qualified together with hosts Nigeria for the 1999 Junior World Cup . There Ghana finished its preliminary group ahead of Croatia , Argentina and Kazakhstan as the winner. In the second round, the African champions prevailed against Costa Rica , and were eliminated in the quarter-finals against eventual world champions Spain . The best African nation was Mali, which also finished the first round ahead of Portugal , Uruguay and Scotland . After victories in the round of 16 against Cameroon and in the quarter-finals against Nigeria, Mali lost to Spain in the semifinals. In the game for third place, the fifth of the African Cup of Nations won against Uruguay. Nigeria finished second behind Paraguay and Costa Rica. In the round of 16, the hosts prevailed against Ireland before being eliminated by Mali. Cameroon reached the round of 16 as the best third party behind Japan and the USA , where it was defeated by Mali. Zambia was eliminated in its preliminary group in third behind Spain and Brazil .
