Urs Victor Schwaller (born October 31, 1952 in Friborg ; resident in Luterbach and Tafers ) is a Swiss politician ( CVP ). From 1992 to 2004 he was the Freiburg State Councilor . From 2003 to 2015 he was a Councilor of States , from 2005 to 2013 he chaired the CVP / EPP parliamentary group of the Federal Assembly . He has been Chairman of the Board of Directors of Swiss Post since 2016 .

Life

After primary school in Tafers, Urs Schwaller attended the St. Michael College , where he learned the French language and passed the Matura. He studied law at the University of Freiburg and obtained his licentiate in 1976. At the same time as an internship in a Freiburg law firm, he continued his studies, completing his doctorate in 1981. In the same year he was admitted to the bar. In 1982 Urs Schwaller decided to join the public service. He became head of department in the Justice, Police and Military Directorate headed by Rémi Brodard at the time .

In 1982 he married Barbara Aebischer. The couple have three children and live in Tafers.

At the end of April 2016, he took over from Peter Hasler as Chairman of the Board of Directors of Swiss Post. He holds other mandates, including a member of the Board of Directors of Groupe E , Groupe Mutuel , JPF Holding SA, Liebherr Machines Bulle , St-Paul Holding SA, UCB Farchim SA.

Urs Schwaller was senior bailiff of the Sense District from 1986 to 1991. In 1991 he ran for the Council of State. In the first ballot on November 17, 1991, he recovered 34% of the vote and was in first place for the second ballot. On December 8, he was elected to the Council of State with his party colleagues Michel Pittet and Augustin Macheret , who, like him, are running for the first time. The first important dossier for which he is responsible concerned communal autonomy. It was about bringing the draft prepared by Hans Bächler to a conclusion and presenting it to the people. This adopted it on February 16, 1992 with a clear majority (79% of the votes). In 1995 the Grand Council passed the law on agglomerations, which broke new ground in Switzerland. In 1996 Urs Schwaller ran for a further government mandate with brilliant success and was elected in the first ballot on November 17, ahead of all other competitors, with 61% of the votes. From his predecessor Félicien Morel , who was a captain in the army, he took over the financial management and continued his policy of restructuring the canton's finances. He fought against the legislative initiative for a better distribution of the tax burden, which the people strongly rejected on September 28, 1997 with 77% of the votes.

From 1992 to 2004 Schwaller was the Freiburg State Council , first as Director of the Interior and Agriculture, and from 1996 as Finance Director. In the 2003 elections Schwaller was elected to the Swiss Council of States as a representative of the canton of Friborg. As part of his mandate, Schwaller was a member of the Finance Commission and the State Political Commission of the Council of States as well as President of the Commission for Social Security and Health. He was also a member of the finance delegation.

In 2001 Urs Schwaller applied for a third mandate. Of the eleven candidates, only the independent Pascal Corminboeuf was elected in the first ballot on November 11th. The finance director was at the head of the candidates for the second ballot and was finally elected on November 20 after the withdrawal of various applicants with the other five remaining candidates.

From 2011 to 2015 he was a permanent member of the Council of Europe in Strasbourg .

Federal Council elections

In the 2007 Federal Council elections , Schwaller was in the national limelight as a possible Federal Council candidate. His name was also brought back into play in the 2009 Federal Council election . Since he is a German-speaking Friborg as a Sensler, the FDP in particular denies that he could adequately fill the seat required for Latin Switzerland . On September 8, 2009, he was officially nominated for the Federal Council by his parliamentary group. He lost to Didier Burkhalter in the 4th ballot after leading the first three ballots. Schwaller received 106 of 239 valid votes.
