Dominique de Buman (born April 28, 1956 in Freiburg im Üechtland ; entitled to live there ) is a Swiss politician ( CVP ). He was President of the Swiss National Council in 2017/2018 .

biography

Dominique de Buman comes from an old Freiburg family who moved from Düdingen in Germany in the 14th century and was accepted into the citizenship of Freiburg. He attended primary school and the St. Michael College in Freiburg and passed the Latin-Greek Matura . He then started studying law at the University of Freiburg , from which he graduated with a licentiate.

Political career

Buman was elected to the Freiburg municipal council in 1986 . After having been in charge of sport, finance and city administration, he was elected mayor in January 1994. As such, he successfully mobilized the entire city against the closure of the Cardinal brewery in 1996 (although production in Freiburg was discontinued in 2011). He held the office of mayor until August 17, 2004.

At cantonal level, he sat in the Grand Council from 1986 to 2003 , which he chaired in 2001. In the 2003 elections he was elected to the National Council, and on September 18, 2004 he took over the vice-presidency of CVP Switzerland. In the federal parliament he was previously a member of the Commission for Science, Education and Culture (WBK), the Commission for Economics and Taxes (WAK) and the Business Audit Commission (GPK). He took up a postulate from Jean-Claude Vaudroz (CVP / GE) (recognition of the genocide of the Armenians by the Ottoman Empire in 1915) and led to its adoption. Due to his push for a nationwide ban on disposable plastic bags in supermarkets, most retailers no longer give away the bags free of charge, which is why the law was not applicable. On November 27, 2017, de Buman was elected President of the National Council for one year with 160 out of 179 valid votes.

After Pascal Couchepin ( FDP ) resigned from the Federal Council in 2009 , de Buman ran for a nomination for the Federal Council election in his party, which wanted to recapture the seat lost to the SVP in 2003 at the expense of the FDP, but was defeated by Urs Schwaller . This was defeated in the election Didier Burkhalter (FDP). In 2015, de Buman wanted to succeed Urs Schwaller in the Council of States . The delegates of the Freiburg CVP did not nominate him, but the then State Councilor Beat Vonlanthen .

After four terms in office, de Buman decided not to run again as a member of the National Council in 2019.

Mandates

In 2007 de Buman was President of the Organizing Committee to celebrate the 850th anniversary of the city of Freiburg. From 1994 to 2009 he was president of the savings bank in his hometown. Since 2008 he has been President of the Board of Trustees of Bibliomedia Switzerland . As such, he campaigned unsuccessfully for the reintroduction of fixed book prices in Switzerland . He is also president of the Swiss Tourism Association and of «Seilbahnen Schweiz». From 2009 to 2015 he was President of “Helvetia Latina”, which campaigns for cultural and linguistic diversity in the federal administration. For twenty years he was President of the Association of Friends of Hauterive Abbey and as such a member of the Board of Trustees of the Hauterive Foundation.

From 1991 to 2004 de Buman was head of the staff pension fund of the city of Freiburg. Their poor management - the coverage only reached 32% - led to the formation of a commission of inquiry, which de Buman partially blamed for the unfortunate situation.
