Karl Heinz Simon (SPD) has been the full-time mayor of the association since May 4, 2000 . In the direct election on April 2, 2000, he was elected with 51 percent of the vote. On November 25, 2007, he was re-elected with 68.51 percent of the vote. On March 13, 2016, he was elected mayor for a further eight years with 75.47 percent of the vote.

The Verbandsgemeinde Zell (Mosel) has given itself the coat of arms shown. The upper part of the escutcheon is made of silver. Inside there is the Electorate of Trier cross in red. In the lower part of the shield there are three silver lions with a golden crown, golden tongue and golden claws on a red background. The three lions represent the coat of arms of the bailiffs in Hamm, namely the Zandt von Merl. The Electorate Cross indicates the Archbishops and Electors of Trier.
