Administrative division of the Lower Bavaria administrative district before the district reform
Before the district reform on July 1, 1972 , the administrative district of Lower Bavaria was divided into 4 urban districts and 22 rural districts:
City districts
- Landshut
- Passau
- Straubing
- Deggendorf (today a major district town in the Deggendorf district )

- Bogen : today districts Deggendorf and Straubing-Bogen (main part)
- Deggendorf
- Dingolfing : today the district of Dingolfing-Landau
- Eggenfelden : today districts of Dingolfing-Landau , Passau and Rottal-Inn (main part)
- Grafenau : today the Freyung-Grafenau district
- Griesbach : today the districts of Passau (main part) and Rottal-Inn
- Kelheim
- Kötzting : today districts of Cham in the Upper Palatinate (main part) and Regen
- Landau an der Isar : today districts Deggendorf and Dingolfing-Landau (main part)
- Landshut
- Mainburg : today the districts of Freising in Upper Bavaria, Kelheim (main part), Landshut and Pfaffenhofen an der Ilm in Upper Bavaria
- Mallersdorf : today districts of Dingolfing-Landau , Landshut , Regensburg in the Upper Palatinate and Straubing-Bogen (main part)
- Passau
