The People's Aid is a non-profit and non-denominational charity which in Austria is planning and international professional social and medico-social institutions and projects, constructs, operates and supports.

On March 21, 1947, the association was founded as a non-party, non-profit charity in Vienna . The first tasks focused on the population suffering from famine, unemployment and poor health care after the war. Co-founder and first elected president was Luise Renner , the wife of the then Federal President Karl Renner . The first managing president was Josef Afritsch , while Ferdinanda Flossmann and Willi Forst acted as vice-presidents . Other founding members were Theodor Körner , Johann Böhm , Hilda Schärf , Josef Holaubek , Maria Matzner , Bruno Kreisky and Marte Harell .

Also in 1947 the first six regional organizations were founded in Vienna, Salzburg, Lower Austria , Upper Austria, Styria and Carinthia. Volkshilfe Vorarlberg was founded in 1954 as the last of the nine regional associations. Since then, Volkshilfe has developed into one of the five largest voluntary welfare organizations in Austria . Traditionally, the People's Aid is regarded as SPÖ -NaH and is therefore virtually the opposite of the ÖVP ready or almost ready Hilfswerk Austria - a relic of the Austrian proportional democracy of the post-war period , in which the then largest two parties, the independent welfare integrated into their respective socio-political environment.

In 2004 Margit Fischer was able to be won over as patron of the "Armut tut weh" campaign, a campaign against poverty in Austria. Since then, Fischer has been committed to Volkshilfe. The Volkshilfe initiative "THARA" has existed since 2005 and is committed to the integration of Roma and Sinti into the Austrian labor market. In 2013 Volkshilfe Greece, "Laiki Voithia Hellas", was founded with the help of Volkshilfe Austria. For the campaign "Child poverty is not a fairy tale" in 2014, the children's and youth book author Thomas Brezina was won as a testimonial . Since then, Brezina has been involved in Volkshilfe projects against child poverty (see also: School start campaign ).

In the course of the ongoing refugee crisis , Volkshilfe founded "solidART for refugees" in September 2015, an initiative by artists and intellectuals. As the first action of this project, Volkhilfe organized a large solidarity concert for asylum seekers on October 3, 2015 with the title " Voices for Refugees - Solidarity Concert for a Human Europe " on Heldenplatz in Vienna . Die Toten Hosen , Zucchero , Konstantin Wecker , Bilderbuch and Conchita Wurst performed as live acts at the concert . It was visited by over 100,000 people with free entry.

Volkshilfe consists of nine independent organizations with their own financial responsibility in the Austrian federal states . Volkshilfe Austria, based in Vienna, acts as the central coordination point for the national organizations and is also responsible for Volkshilfe's nationwide agendas. Volkshilfe Österreich - also known as the "federal office" - is de jure a federal association of associations registered in the register of associations. Barbara Gross has been President of Volkshilfe Österreich since 2015 , and Erich Fenninger has been Federal Managing Director since 2003 . From 1991 to 2015 Josef Weidenholzer was President of Volkshilfe Austria . In May 2019, Ewald Sacher was elected President at the Federal Conference .

Each individual Volkshilfe institution is its own legal body and acts as a supporting organization for social services. Most of them are registered as an association. There is a separate association for the employment sector in Vienna, the " People's Aid Employment ". In 2009 the "Volkshilfe Solidarität" was founded to organize the donation area and international work. This association is the bearer of the Austrian seal of approval for donations .

In 2014, around 9,000 employees and 25,000 volunteers worked for Volkshilfe across Austria. Among other things, they work in 29 retirement homes , 8 day centers , mobile care and 24-hour care . Volkshilfe also operates 42 refugee facilities, 133 childcare facilities and around 40 labor market policy projects for young people, people with disabilities, transit employees and apprentices.

Volkshilfe is involved in the areas of social security , unemployment , poverty , disability , homelessness , human rights , migration , health and sickness care , humanitarian aid , emergency and disaster aid and international cooperation . One focus is on care and support services, including mobile care . The organization is a member of the Federal Association of Free Welfare (BAG), the poverty conference , the professional association of employers for health and social professions (BAGS) and a founding member of the international human rights association Solidar . Internationally, Volkshilfe is present in the following countries and regions: Albania, Serbia, Kosovo, Haiti, India, Moldova, Nepal, Philippines, Ukraine, Western Sahara, Northern Iraq.

Since 2008, Volkshilfe Austria has been awarding the Austrian care and support award together with the magazine "Pflegeetz" . Since 2014 this award has been named "Luise" after the first Volkshilfe president. The statuette that will be awarded to the winners was designed by the artist Manfred Wakolbinger .

The annual turnover of the People's Aid was in 2014 at 306,413,078 euros. The sales of Volkshilfe are exempt from sales tax according to § 6 UStG. At EUR 3.7 million (2014) and EUR 3.8 million (2015), donations accounted for only 1% of total sales. The organization of the donation area is carried out by the association "Volkshilfe Solidarität", founded in 2009.
