Volvo began planning a larger successor for their first four-cylinder models ÖV 4 and PV 4 as early as 1926 . The Swedish automobile market was then dominated by US models and Volvo needed a larger six-cylinder car to compete there.
The Volvo PV 651 was introduced in April 1929. The new car had a stronger chassis that could handle the stronger machine. The structure was made in the traditional mixed construction, i.e. with a wooden frame that was clad with sheet metal. The 3010 cm³ DB engine with seven bearing crankshafts and vertical valves had a long stroke (76.2 × 110 mm) and had a 5.1: 1 compression. It developed 55 hp (40 kW) at 3000 rpm. The three-speed transmission was not synchronized.
In the spring of 1930, the Volvo PV 652 followed, with a modified interior and a modified dashboard . The engine received a new carburetor , but the most important change was the introduction of hydraulically operated brakes. In 1931 the three-speed gearbox was replaced by a four-speed gearbox that was also not synchronized. In January 1932, the PV 652 received the slightly reamed (79.4 × 110 mm) EB engine with 3366 cm³ displacement and 65 HP (48 kW) at 3200 rpm. The transmission had three gears again, the 2nd and 3rd gear were synchronized.
Volvo also supplied chassis on which pickup trucks, ambulances and hearses were built. A small number of vehicles in the PV 650 series were also fitted with two-door coupe and convertible bodies.

In the autumn of 1933, the Volvo six-cylinder models were again given a stronger chassis with X-shaped beams, smaller 17 "rims and all-steel bodies. Only the middle part of the roof was still covered with synthetic leather. The bodies got new fenders, and the windshield and grille were tilted backwards slightly to reduce drag. The mechanics of the car remained unchanged.
Volvo offered two versions: the standard PV653 and the luxury PV654 . The luxury model had better interiors, spare wheels on both front fenders, chrome horns and double taillights.

In 1935, the styling of the PV 650 series was already looking rather old-fashioned. The bodies had basically remained the same since 1929. But Volvo revised the models again. The new PV658 / PV659 models received the EC motor with 3670 cm³ displacement, 86 PS (63 kW) and a slightly V-shaped grille.
The sedans were replaced by the PV 51 model in 1936 , only the PV656 / PV657 chassis were built for another year. The Nordberg body shop in Stockholm built some four-door convertibles on the PV657 chassis.
