With the introduction of the six-cylinder series PV 650 in 1929, Volvo had a sufficiently large and robust car model with which they could also compete in the lucrative taxi market. The TR670 series was introduced in February 1930. Volvo extended the wheelbase by 150 mm to 3100 mm, turning the car into a seven-seater with two folding emergency seats in the passenger compartment. The car was created in two versions: The TR S ( S tad, “City”) had a glass partition between the driver's seat and the passenger compartment. This car also had a higher roof line so that the gentlemen did not have to remove their top hats while driving. The TR L ( L andsort, “Land”) did not have this partition and had the same roof line as the normal PV 651. Soon the model names were changed to TR 671 and TR 672 , according to the nomenclature PV 650 / PV 651 / PV 652. As with the PV650 series, there were also chassis versions of the TR670 series.

The cars were replaced by the TR 673 and TR 674 versions in the spring of 1931 . These cars had longer and wider superstructures to get more space for the passengers.

In January 1932, the taxis received type EB engines with a larger displacement of 3366 cm³ and three-speed transmissions with synchronized 2nd and 3rd gear.
