- Northern Mariana Islands - Stellar Marianas president Laila Y. Boyer announced that the contest would be pushed to a later date to select a delegate for Miss Universe 2009.[1]
- Panama - The Miss Panama contest was cancelled in 2005 after a decline in the ratings. The representative to Miss Universe 2007 was "hand-picked" after the original winner, Giselle Bissot, declined to attend due to studies. No signs on the contest being held this year.
Replacements
- France - Suggestive photos of Valérie Bègue appeared in the press shortly after she was crowned Miss France. As a result of breaking the rules against taking compromising pictures, Bègue is banned from competing for France in international pageants. [46] The French committee will be sending the second runner-up, Miss Pays de Loire, Laura Tanguy, to represent France at Miss Universe because the first runner-up, Miss New Caledonia Vahinerii Requillart, wants to continue to study. [47] [48] [49]
- Sweden - Isabel Lestapier Winqvist, decided to resign from the title, after failing to communicate with the Swedish sponsors. She was replaced by her first runner-up.
Notes
- Norway - Starting in 2008, only one winner will be elected Frøken Norge (Miss Norway) and she will attend both the Miss Universe and Miss World contests.
- Dominican Republic - Marianne Cruz, The reigning Miss Dominican Republic Universe 2008, is also the reigning Miss Continente Americano 2007/Miss American Continent 2007. The Pageant was held in Ecuador.
